Job Description
The City of Havre de Grace is seeking qualified applicants for a contractual Director of Public Works position. In addition to those duties described in the City Charter by Ordinance, the Director of Public Works, under the direction of the Mayor, performs duties to promote the efficient administration of City affairs as related to the Department of Public Works. The Director is responsible for the full range of supervisory, managerial, and professional activities associated with the daily operations and activities of the Department.
The ideal candidate has a Bachelor's degree in Public Administration/Engineering or a closely related field and at least four years of professional engineering experience that includes at least two years working in utilities. Candidates must have experience managing people/processes and directing daily work activities and experience developing cost estimates on complex projects. A Maryland Professional Engineering License is preferred.
RESPONSIBILITIES
- Oversees all matters relating to the maintenance and operation of the City physical environments, which includes streets, water, wastewater, sanitation, and City facilities along with related capital assets, construction management, maintenance, and operation of the physical properties of the City
- Sets and implements departmental policies
- Develops and measures accomplishment of short and long-term goals
- Develops and achieves departmental costs and capital budgets
- Develops bids, evaluates proposals, and oversees construction projects
- Manages the daily operations and staff for the department
- Develops and executes departmental budget and annual planning documents
- Meets with elected or appointed officials of the City as required and attends and participates in meetings and conferences with counterparts in other municipalities, counties, and at the state and federal level
- Reviews engineering plans for roads, water and sewer, stormwater management, and sediment and erosion control
- Performs other duties as assigned
QUALIFICATIONS
- Must have a Bachelor’s degree from an accredited college or university in Public Administration/Engineering or a closely related field
- Must have at least four (4) years of professional engineering experience including at least two years working in the utilities concentration; or any equivalent combination of education and experience
- Must have experience managing people/processes and directing daily work activities
- Must have experience developing cost estimates on complex projects
- Must be able to move about on construction sites and to stand, sit, walk, stoop, kneel, climb, crouch, and crawl as necessary
- Must have a thorough knowledge of City policies, laws, and regulations
- Must be able to lead and direct others
- Must be able to communicate verbally and in writing
- Must be able to foster effective relationships within and outside the Department
- Must be able to use a personal computer, telephone, and standard office equipment
- Must have considerable knowledge of the equipment, facilities, materials, and methods used in maintenance, construction, and repair activities
- Must have a valid driver’s license
- Must be able to effectively supervise and manage people

Full Time Contractual Position
This is a full-time contractual position with the City of Havre de Grace. The term of the contract will be three years. The salary range for this position is $100,000-$170,000. Salary and benefits of employment are negotiable and will be established in the employment contract.
