DEFINITION:
Under the general direction of the Director of Public Works, manages the overall operation of the City garage, light and heavy vehicle fleet, and performs related duties as required. As such, the Fleet Manager is responsible for the comprehensive inspection, maintenance, repair, and budget of the City fleet operated by all City departments. In addition, the Fleet Manager has the administrative responsibility for inventory control, purchasing and disposal, and management of fleet support personnel. The primary objective of the Fleet Manager is to maximize the value of the City’s vehicle asset register and to minimize any costs associated with keeping the vehicles running and maintained.
ESSENTIAL FUNCTIONS/JOB TASKS: (Reasonable accommodations will be made to enable individuals with disabilities to perform the essential functions)
1. Plans, schedules, and directs the operation of the vehicle maintenance shop and staff
2. Develops and maintains effective shop safety and performance standards, policies and procedures
3. Assist in the selection of subordinate staff; trains and evaluates subordinate staff
4. Ensures staff has proper licensing for position
5. Assures accuracy of shop and parts inventories and oversees and administers fleet maintenance budget
6. Directs the service, repair, and preventive maintenance of all City vehicles; develops, implements, and supervises preventive maintenance programs; periodically reviews repair work and procedures to ensure accuracy, completeness, and efficiency
7. Directs and recommends vehicles for assignments and replacements
8. Tracks and reviews vehicles, maintenance, parts inventories, shop labor, fuels, and vehicle utilization and recommends vehicle assignment to all departments
9. Interprets and applies regulatory requirements associated with air pollution control, hazardous material and waste management, fuel storage tanks, recycling, etc. to assure compliance with local, state, and federal requirements
10. Responsible for the acquisition and recordkeeping of all vehicle tags, titles, and motor vehicle registrations
11. In concert with the Risk Manager, investigates motor vehicle accidents, collects damages, and authorizes repairs to City vehicles
12. Prepares, reviews and monitors service contracts and warranties
13. Prepare vehicle specifications for purchase
14. Performs the work of a Mechanic when needed
15. Performs other duties as assigned.
OTHER RELATED FACTORS:
Work is performed outdoors and in a shop environment which exposes incumbent to varying weather conditions, dirt, dust, fumes, etc.
MINIMUM QUALIFICATIONS:
Knowledge, Skills, and Abilities:
Ability to communicate orally and in writing
Ability to frequently stand, walk, stoop, and bend and occasionally climb, kneel, crouch and crawl
Must be able to lift up to fifty (50) pounds and with assistance as much as one-hundred (100) pounds
Ability to work as a member of a team
Ability to follow oral and written instructions
Ability to communicate with others in a friendly and courteous manner
Ability to establish and maintain effective working relationships with employees, supervisors and vendors
Skill in the operation of hand tools and power tools, must own tools required to perform duties
Thorough knowledge of automotive mechanics; and considerable knowledge of gas and diesel engines, transmissions, hydraulics, generators, etc.
Knowledge of: principles and methods of organizational management; inventory techniques; practices, procedures, equipment, tools, materials, and supplies used in motor vehicle fleet acquisition, utilization, maintenance, and repair
Knowledge of principles and practices of personnel management
Education and Experience:
Graduation from high school or GED equivalent
Ten (10) years of increasingly responsible automotive experience in an administrative capacity, including five (5) years of supervisory experience preferred in automotive maintenance and repair and/or vehicular fleet operations; or a combination of training, education, and experience that is equivalent to the employment standard listed above and provides the required knowledge, skills, and abilities
ASE certification preferred
Must possess a valid driver’s license and Class B CDL
