JOB SUMMARY:
Under the general direction of the Development Services Director, the purpose of the Code Enforcement Officer is to investigate, address and resolve potential violations and enforce a variety of ordinances, codes, and regulations and protect the health and safety of the City's citizens. The Code Enforcement Officer also performs a variety of technical tasks relative to the interpretation and enforcement of adopted codes and related rules and regulations. Work is performed with considerable independence with established laws, codes, ordinances, and technical guidelines, and is reviewed by the supervisor. May be required to act as backup Animal Control Officer.
ESSENTIAL JOB FUNCTIONS:
- Inspects single-family homes, businesses, vacant lots, and other properties; ensures compliance with applicable zoning, property maintenance and environmental health codes, ordinances, and regulations. Determines whether a property is compliant; issues notices of violation as required. Documents all actions and notices; performs follow-up inspections to ensure compliance.
- Receives and responds to alleged violations; photographs evidence, contacts/interviews complainant, witnesses, landlords or tenants and performs follow-up investigation to ensure the remedial action has been taken; develops and maintains accurate case files.
- Performs research to determine the approved conditional uses of property; researches ownership and takes action to enforce city codes.
- Establishes and maintains a case management system for records and reports of inspections and surveillance activities; prepares reports as required.
- Responds to public inquiries in a courteous manner; provides information to the public concerning city ordinances, code violations, and Code Compliance procedures; resolves complaints in an efficient and timely manner.
- Assists in preparing evidence, logs, memoranda, case reports and files for court or administrative proceedings; testifies in court and at administrative proceedings as necessary.
- Participates in joint enforcement efforts with the Helotes Police Department and other state or federal agencies on special projects.
- Issues stop work notices for signage, construction or alterations being performed without proper permits; assists all parties involved in achieving compliance.
- Issues infraction/misdemeanor notices and citations for violations of City and State Codes relating to nuisance, zoning, junk and debris, structural deficiencies, and abandoned / inoperative vehicles.
- Adheres to assigned work schedule and provides updates to the Development Services Director regularly.
- Once certified, in absence of Animal Control Officer (ACO), will act as back up ACO.
QUALIFICATIONS:
- Must be able to pass a pre-employment background check and drug screen.
- Must be bondable.
EDUCATION & EXPERIENCE:
- HS Diploma/GED supplemented by specialized training in code enforcement, building codes, and zoning regulations or related field.
- Two (2) years of general experience in building or construction trades, zoning, or enforcement of local, state and federal laws or regulations.
CERTIFICATES & LICENSES:
- The following current certifications / licenses preferred or must be able to obtain and maintain certifications / licenses within one (1) year of hire date:
- State of Texas Code Enforcement Officer Certification;
- Basic Peace Officer Proficiency Certification or higher is highly desirable;
- Basic Animal Control Officer Certification.
- Must possess and maintain a valid Texas Driver's License.
