EXAMPLE OF DUTIES
SUPERVISION RECEIVED: Receives direction from the Chief Building Official/Deputy Fire Marshal.Under administrative supervision, plan, administer and manage the City's code compliance programs, functions and services, and provide technical direction and training to code compliance staff. Incumbents in this classification are expected to maintain a high level of leadership and diplomacy in dealing with subordinates and the general public.Plan, develop and direct the daily administration and operation of the code compliance division of the Department of Life Safety. Develop and implement systems, policies, and procedures involving the City's property maintenance codes and other nuisance and zoning codes. Develop written policies and procedures for Code Compliance staff. Identify and secure local, state and federal funding opportunities for code compliance activities; develop and initiate innovative strategies for renovation of neighborhood target areas. Manage and oversee code compliance of the City's zoning, nuisance, and sign codes, housing code, and other building and environmental codes and ordinances as needed; arbitrate and resolve more complex and high profile code issues. Develop or participate in the development of division goals, objectives, policies, and procedures; recommend and implement improvements and efficiencies; develop and administer the division budget; monitor and approve expenditures; implement adjustments; conduct research and prepare recommendations for new or revised code compliance policies and procedures; prepare Council staff reports and make presentations as needed. Hire, train, schedule, assign, monitor and evaluate work of staff; provide for and/or conduct staff development; establish work methods and standards; initiate corrective and/or disciplinary action and respond to grievances and complaints. Responds to more complex and sensitive citizen complaints and requests for information regarding code compliance, violations and enforcement procedures. Coordinates the work of the department with other city departments and related public and private agencies and contractors. Provide information to the public, other City departments, and others regarding codes, ordinances, and regulations; work with citizens, property owners, and business owners to correct violations. Testifies in Court and works with attorney and law enforcement personnel as necessary. Monitors and keeps informed of current trends in the code compliance field, evaluates new related legislation or code changes for impact on department operations and recommends policy and procedural improvements.
