CLASSIFICATION SPECIFICATION
CLASSIFICATION TITLE: ACCOUNT TECHNICIAN, SENIOR |
PURPOSE OF CLASSIFICATION
The purpose of this classification is to coordinate the processing of accounts payable, accounts receivable, and occupation tax for the city and to maintain other financial accounts and records which requires a knowledge of standard bookkeeping practices and established policies and procedures.
ESSENTIAL FUNCTIONS
The following duties are normal for this position. These are not to be construed as exclusive or all-inclusive. Other duties may be required and assigned.
· Performs customer service functions; provides assistance and information related to occupational license requirements, forms, procedures, fees, or other issues; responds to routine questions or complaints; initiates problem resolution.
· Interprets and explains the Occupational License Ordinance to applicants, the general public, and the media, in person, by telephone, and/or in writing; assists applicants in completing forms and applications; ensures that applicants understand the proper documentation required to submit an accurate and complete application.
· Prepares and mails applications for new/renewed business licenses to individuals or businesses covered by the Occupational License Ordinance.
· Accepts/reviews applications for occupational licenses; determines whether income/revenue amounts and other factual information is reported truthfully, accurately, and correctly on applications.
· Determines appropriate license fees and classifications.
· Issues new licenses; prepares new license forms for printing.
· Prepares or completes various forms, reports, correspondence, business licenses, or other documents manually or via computer.
· Communicates with supervisor, employees, other departments, officials, local businesses, the public, and other individuals as needed to coordinate work activities, review status of work, exchange information, or resolve problems.
· Maintains a current knowledge and awareness of the Occupational License Ordinance and other applicable ordinances, laws, and regulations; maintains a working knowledge of federal and state tax forms; and attends workshops and training sessions as appropriate.
· Reviews all applicable federal tax forms to determine appropriate fee(s).
· Send FOIA requests to SSA, USPS and USDA.
· Generate annual 1099G’s.
· Monthly,quarterly and annual mailings for net profit and payroll.
· May direct or review work of other clerical staff in performing account clerk duties.
· Creates and maintains files, records and reports related to accounts payable, accounts receivable, and occupational tax functions.
· Posts financial payments to proper account, record, ledger or schedule; balances and reconciles payments to ledger; posts adjusting or correcting entries; prepares and prints reports.
· Researches account errors, delinquent payments and other matters.
· Assists in developing and implementing operating procedures for assigned area.
· Performs routine cash management duties such as obtaining interest rates from banks for short-term investments, and maintaining investment files and records.
· Prepares purchase orders, invoices, and other system entries for the payment or billing of services; collects payments; monitors revenue budget.
· Counts and verifies monies collected; posts cash receipts to proper ledger; prepares bank deposits.
· Monitors problems with tax collections, utility payments, occupational tax payments, and other areas involving revenue collections.
· Posts deposits to proper account or fund.
· Verifies invoices, employee pay reports, purchase orders, and other financial entries.
· Performs payroll duties, including entering payroll data and payroll exceptions in computer; processes manual payroll checks; prepares invoices for withholdings and deductions; prints payroll checks for city employees.
· Prepares and files tax forms and related reports with Internal Revenue Service.
· Processes incentive pay and pension checks.
· Posts fixed assets entries to computer system; maintains related records; conducts physical inventory of fixed assets on an annual basis.
· Prepares invoices, vendor and customer account letters.
· Maintains city vehicle identification records.
· Assists auditors by providing requested information.
· Maintains regular and predictable in-person attendance during regular business hours of the City of Henderson is required.
· Must undergo and successfully complete drug test and alcohol screening prior to employment and undergo and successfully complete future drug test and/or alcohol screening pursuant to the City’s Drug and Alcohol policy.
ADDITIONAL FUNCTIONS
Sorts and distributes mail for the department.
Operates switchboard.
Performs related duties as required, necessary, or assigned.
MINIMUM QUALIFICATIONS
High school diploma or GED; Associate’s degree with course work emphasis in accounting or business administration; supplemented by one (1) year previous experience and/or training involving bookkeeping and accounting; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job.

Physical Ability: Tasks require the ability to exert light physical effort in sedentary to light work, but which may involve some lifting, carrying, pushing and/or pulling of objects and materials of light weight (5-10 pounds). Tasks may involve extended periods of time at a keyboard or work station.
Sensory Requirements: Some tasks require the ability to perceive and discriminate visual cues or signals. Some tasks require the ability to communicate orally.
