                             CLASSIFICATION SPECIFICATION

 

CLASSIFICATION TITLE:                   GAS SYSTEM EQUIPMENT OPERATOR

 

PURPOSE OF CLASSIFICATION

 

The purpose of this classification is to operate equipment and perform semi-skilled/manual work functions associated with the gas department.

 

ESSENTIAL FUNCTIONS

 

The following duties are normal for this position.   These are not to be construed as exclusive or all-inclusive.  Other duties may be required and assigned.

 

  • Provides direction, guidance and assistance to employees; assigns and evaluates work; provides training as needed.
  • Operates equipment and performs semi-skilled and manual work activities involving various gas department functions; may be assigned to gas pipeline installation/maintenance, or other projects.
  • Operates a variety of equipment, machinery and tools used in department projects and activities, which may include a utility truck, backhoe, end loader, salt spreader, snow plow, trencher, tapping machine, boring equipment, directional drill, potholer, tractor, mower, weed eater, bush hog, chipper, leaf vacuum, water pump, air wrench, jack hammer, pipe wrench, pipe cutter, pipe threader, band saw, chain saw, welder, cutting torch, fire hose, fire hydrant, shovel, rake, broom, mechanical tools, etc.
  • Transports, loads and unloads refuse, equipment, and other materials.
  • Performs various tasks associated with gas distribution and pipeline installation/maintenance, which may include repairing/replacing gas lines, installing pipes, cutting/threading pipes, fusing gas lines, servicing gas lock valves, testing pressure levels, hot taping welded joints/taps/stoppers, building/painting gas meters/risers, building/painting regulator stations, servicing engines and compressors, boring under roads, welding, etc.
  • Performs various manual labor functions associated with department projects and activities, which may include breaking concrete, mowing/edging grass, edging/trimming grounds, spreading grass seed/straw/fertilizer, landscaping grounds, digging holes/trenches, shoveling materials, lifting/moving heavy materials, picking up debris/litter, directing traffic, etc.
  • Performs general cleaning/maintenance tasks necessary to keep machinery, equipment and tools in operable condition, which may include inspecting equipment, checking fluid levels, replacing fluids, greasing equipment, washing/cleaning equipment, cleaning building and work areas, etc.; monitors equipment operations to maintain efficiency and safety; reports faulty equipment.
  • Utilizes safety equipment and monitors work environment to ensure safety of employees and other individuals.
  • Prepares or completes various forms, correspondence, reports, logs, and other documents.
  • Receives various forms, reports, work orders, maps, manuals, or other documentation; reviews, completes, processes, forwards or retains as appropriate.
  • Traffic Control including proper placement of signage.
  • In the absence of a Crew Leader, the Gas System Equipment Operator is responsible for the crew.
  • Communicates with supervisor, employees, city departments, the public, and other individuals as needed to coordinate work activities, review status of work, exchange information, or resolve problems.
  • Communicates via telephone and/or two-way radio; provides information and assistance; takes and relays messages or directs calls to appropriate personnel; returns calls as necessary.
  • Maintains regular and predictable in-person attendance during regular business hours of the City of Henderson is required.
  • Must undergo and successfully complete drug test and alcohol screening prior to employment and undergo and successfully complete future drug test and/or alcohol screening pursuant to the City’s Drug and Alcohol policy.

 

ADDITIONAL FUNCTIONS

 

Provides assistance or backup coverage to other employees or departments as needed.

Performs related duties as required, necessary, or assigned.

May perform assigned tasks in accordance with Operator Qualification (OQ) Program.

 

MINIMUM QUALIFICATIONS

 

High school diploma or GED; supplemented by vocational/technical training in or equipment operation; supplemented by twelve (12) months previous experience and/or training involving equipment operation, or maintenance work in the area assigned; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job.  As appropriate, must qualify for Operator Qualification (OQ) certification and achieve and maintain appropriate certification in National Fuel Gas Codes.  Required to possess and maintain a valid Commercial Driver’s License (CDL) including appropriate endorsement(s) or be able to obtain the permit within 3 months of hire and the license within 9 months of start date.

Human Interaction:  Requires the ability to exchange information for the purpose of clarifying details within well established policies, procedures and standards.

Equipment, Machinery, Tools, and Materials Utilization:  Requires the ability to operate and control the actions of equipment, machinery, tools and/or materials requiring complex and rapid adjustments. 

Verbal Aptitude:  Requires the ability to utilize a wide variety of reference and descriptive data and information.

Mathematical Aptitude:  Requires the ability to perform addition, subtraction, multiplication, and division.

Functional Reasoning:  Requires the ability to carry out instructions furnished in written, oral, or diagrammatic form.  Involves semi-routine standardized work with some latitude for independent judgment concerning choices of action.

Situational Reasoning:  Requires the ability to exercise judgment, decisiveness and creativity in situations involving evaluation of information against measurable or verifiable criteria.

 

ADA COMPLIANCE

 

Physical Ability:  Tasks require the ability to exert heavy physical effort in heavy work, with greater emphasis on climbing and balancing, but typically also involving some combination of stooping, kneeling, crouching, and crawling, and the lifting, carrying, pushing, and/or pulling of moderately heavy objects and materials (20-50 pounds); may occasionally involve heavier objects and materials (up to 100 pounds).

Sensory Requirements:  Some tasks require the ability to perceive and discriminate colors or shades of colors, sounds, depth, texture, and visual cues or signals.  Some tasks require the ability to communicate orally.

Environmental Factors:  Performance of essential functions may require exposure to adverse environmental conditions, such as dirt, dust, pollen, odors, wetness, humidity, rain, fumes, temperature and noise extremes, machinery, vibrations, traffic hazards, toxic agents, disease, or pathogenic substances.
