CLASSIFICATION TITLE: PARKS & RECREATION DIRECTOR
PURPOSE OF CLASSIFICATION
The purpose of this classification is to plan, schedule, direct, and implement a year-round, city-wide parks and recreation program, and to direct the maintenance and operation of all city parks and cemeteries.
ESSENTIAL FUNCTIONS

•Plans and directs the programs, activities, resources and staff of the Parks and Recreation Department; develops, implements, and maintains department goals, objectives policies and procedures; reviews and evaluates work methods; identifies and implements changes to improve organizational performance, enhance services and facilitate meeting goals; evaluates department performance ensuring goals are achieved.
•Manages, supervises, directs, and evaluates assigned staff, processing employee concerns and problems, directing work, counseling, disciplining, and completing employee performance appraisals.
•Plans and organizes workloads and staff assignments; reviews progress and initiates changes as needed; develops and implements policies, procedures, and standards for efficient and effective operations; ensures compliance with established policies and procedures.
•Provides leadership and consensus building in the community among extremely diverse groups, such as parents, user groups, educators, Parks Board, and elected officials; develops and implements short- and long-range plans; gathers, interprets, and prepares data for studies, reports, and recommendations; coordinates department activities and other agencies as needed. Provides direction and works with the Parks Boards which is an advisory board that meets twice annually.
•Provides professional advice and makes presentations to supervisors, boards, commissions, civic groups, and the general public; effectively communicates official plans, policies, and procedures to staff and the general public.
•Ensures that assigned areas of responsibility are performed within budget; performs cost control activities; monitors revenues and expenditures in assigned area to ensure sound fiscal control; prepares annual budget requests; ensures effective and efficient use of budgeted funds, personnel, materials, facilities, and time.
•Administers department contracts for maintenance, programming, or other services; oversees the selection of contractors; directs and evaluates work; ensures work meets contract specifications and quality standards; and approves and monitors contractor payments.
•Determines work procedures, prepares work schedules, and expedites workflow; studies and standardizes procedures to improve efficiency and effectiveness of operations.
•Plans, coordinates, and directs a diversified year-round, city-wide parks and recreation program, including the management of city recreational facilities such as the John F. Kennedy Center, the Denton Shelter, and various fields and parks.
•Plans, coordinates, directs, and manages all city aquatic facilities including pools, splash pads, and water features.
•Coordinates the recreation and parks programs with other city departments and outside organizations, such as county schools and various community-based organizations.
•Reviews program areas and implements changes or new programs to meet recreational needs of the community; develops, maintains, and implements a current parks and recreation master plan.
•Promotes interest in parks and recreation programs through joint program brochures with various community groups, public contacts, public speaking engagements before citizen groups, students, and other organizations, press releases, and related marketing strategies.
•Directs the development and maintenance of landscaping and grounds for the parks, cemeteries and assigned City properties; oversees the selection, procurement, planting, and maintenance of trees; directs grass control and landscape maintenance; and oversees placement and maintenance of signage.
•Inspects and evaluates the facilities, equipment, grounds, and structures for the parks, cemeteries and assigned properties; identifies the need to repair, update, renovate and/or replace equipment and/or structures; identifies preventive maintenance needs; estimates costs; and prepares budget requests to ensure facilities, equipment and structures, and grounds are safe, operational, and aesthetically pleasing.
•Prepares and maintains a variety of reports, statistical operating records, studies, and related information; utilizes for decision-making purposes or forwards to appropriate individual or agency.
•Maintains liaison with other departments, as well as state, county, and local officials, other public and private agencies, and the City Parks Board.
•Establishes and maintains a strong customer service orientation within the department; receives and responds to requests, inquiries and complaints from participants, customers, and the local community.
•Trains subordinate supervisors and coordinates and evaluates their activities and efforts through meetings, conferences, and field inspections; exercises administrative direction over Cemeteries Supervisor, Recreation Program Manager, other support staff, part-time, contracted, or seasonal personnel either directly or through subordinate supervisors.
•Evaluates proposals for and plans programs for enhancing the quality of recreational activities throughout the city.
•Directs the maintenance of park grounds and recreational facility buildings and grounds; coordinates work with the Municipal Facilities Supervisor, Public Works Director, and/or contractors; prepares reports pertaining to physical and structural conditions of city parks and recreational facilities.
•Directs and the operation and maintenance of city cemeteries; receives and process all indigent burial requests and presents requests to Indigent Burial Review Committee.
•Provides assistance, advises and/or coordinates work with various community organizations, City departments, program participants and the general public regarding park and recreation services and special event programming.
•May serve as the liaison for the new sports complex.
•Administers and oversees contracts with outside parties who lease or operate parks and recreation facilities (including sports complexes) on the city’s behalf.
•Performs as a member of various city committees.
•Keeps abreast of trends, new developments, and regulations pertaining to the field of park management, recreational programming, and cemetery management.
•Maintains regular and predictable in person attendance during regular business hours of the City of Henderson is required.
•Must undergo and successfully complete drug test and alcohol screening prior to employment and undergo and successfully complete future drug test and/or alcohol screening pursuant to the City’s Drug and Alcohol policy.

MINIMUM QUALIFICATIONS
Bachelor’s degree in business management, public administration, recreation, physical education, or closely related field; supplemented by six (6) years managerial experience and/or training that includes public administration, community parks and recreation operations, or related work; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job. Must possess and maintain a valid driver’s license.
