Distinguishing Features of the ClassAn employee in this class supervises, coordinates, and performs the necessary duties and responsibilities in the maintenance of the NC Department of Public Safety - Division of Adult Corrections and Juvenile Justice Programs designed to address juvenile prevention and intervention for at risk youth. Through the work of staff program supervisors, Teen Court, Project Youth Outreach, Community Services/Restitution, and related programs in accordance with statewide program mandates and ensures that program components are implemented within the City and County. Employee serves as finance officer for coordination of state, city and county programs funds by developing, administering, and monitoring budgets, and completing all state required reports. Work requires significant public contact with judges, district attorney's office, Police/Sheriff Departments, juvenile court counselors, school personnel, program participants, and parents, and the general public. The employee must exercise considerable judgement and initiative in administering this program. Duties are performed under the usual hazards of juvenile related work and are performed in accordance with program policy and state and federal law. The role is more administratively and programming focused and the employee is subject to inside environmental conditions. Duties are performed under general supervision of the Recreation & Parks Director and evaluated through observation, conferences, reports and general effectiveness of the program.

Duties and Responsibilities
Essential Duties and Tasks
- Oversees and coordinated endeavors related to programs for juvenile crime prevention and intervention; directs youth services for court ordered at-risk youth and their families referred by juvenile court counselors, judges, school personnel and other human service agencies; develops programs and creates program outlines and objectives.
- Oversees and coordinates endeavors in Teen Court, Project Youth Outreach, and Community Services/Restitution Programs to supervisory staff to administer and implement program objectives; selects and hires contract staff to facilitate conflict management sessions; approves volunteers and interns to assist in program implementation.
- Hires, trains, coaches, motivates, evaluates, supervises, and monitors activities of full-time staff, contracted workers, and volunteers.
- Develops program proposals and ensures program compliance; completes detailed activity and program agreements, progress reports, and financial reports required by the State Department of Public Safety.
- Meets and collaborates with school and juvenile counselors on youth referred to programs; provides updates on youth progress.
- Develops, administers, and monitors annual program budgets; submits funding requests to government and non-profit agencies; maintains accounting and coordinates funding with county, city, and state budget officials; administers grants.
- Completes client tracing using State’s automated records system.
- Develops internal operating practices, procedures, and policies.
- Provides regular updates and serves as advisor to the Vance County Juvenile Crime Prevention Council.
- Develops cooperative relationships and partnerships with individuals, groups and agencies and community leaders to promote youth services programs and to provide information and seek funding for programs.
- Work to improve the quality of life of Henderson-Vance residents by improving safety and addressing citywide/countywide problems through targeted public education and information efforts in Violence, Education, Obesity, Teen Pregnancy, Mental Health, Substance Abuse, Truancy, Poverty, Employment and Community Involvement.
- Attends various conferences and workshops in the continual development of program improvements.

- Considerable knowledge of the principles, methods and practices related to youth service programs.
- Considerable knowledge of State and Federal laws, local ordinances and policies governing youth service programs.
- Considerable knowledge of government budgeting and purchasing policies and procedures.
- Knowledge of juvenile psychology and counseling methods.
- Knowledge of the physical, economic, and social characteristics of the city.
- Knowledge of the application of information technology to work responsibilities.
- Ability to work with a juvenile population in the resolution of program requirements.
- Ability to write and speak effectively and concisely.
- Ability to prepare clear, concise and accurate records and reports.
- Ability to develop detailed program agreements and objectives, and administer grants.
- Ability to build and maintain cooperative and effective public relations with the community.
- Ability to work effectively with the school, court, and local government personnel, clients and their families, nonprofit groups and the public and/or private sector.
Physical Requirements
- Must be able to physically perform all or combination of the basic life operational functions of standing, walking, pushing, pulling, grasping, fingering, feeling, talking (expressing or exchanging ideas by means of spoken words), hearing (perceiving nature of sounds by ear), and performing repetitive motions.
- Must be able to perform light work exerting up to 20 lbs. Of force occasionally and 10 lbs. of force frequently and/or negligible amount of force constantly to move objects.
- Must possess the visual acuity to perform extensive reading, to do accounting, operate a computer, and to determine the accuracy and thoroughness of work assigned.
Desirable Education and Experience
- Graduation from an accredited college or university with a bachelor’s degree in Human Services or Criminal Justice and considerable experience (2 or more years) working with at-risk youth including lead or supervisory experience; or an equivalent combination of education and experience.
Special Requirements
- Possession of valid North Carolina driver’s license. Preferred Class CDL with Passenger Endorsement.
