DISTINGUISHING CHARACTERISTICS OF WORK

This is skilled work in the safe operation of a water truck, road grader and other heavy complex construction equipment. Work of this class involves responsibility for the safe and effective operation of the heaviest construction equipment including the road grader. Employees of this class receive general supervision from supervisors, who lay out general work requirements, including such features as grade and fill. Employees are expected to use considerable judgment and skill in carrying out general instructions and in performing work to exact measurements. Supervision may be exercised over a work crew.

ESSENTIAL EXAMPLE OF DUTIES

The following illustrates examples of some of the essential duties and responsibilities of the Heavy Equipment Operator. There may be other essential functions, not listed below, in order to accomplish the tasks as presented by the Supervisor.

  • Operates heavy type graders in grading, blading and smoothing roads and cutting slopes and new grades to fine measurements and specifications.
  • Fills holes, repairs road shoulders, does ditching, and drainage construction with graders or bulldozers.
  • May perform mechanical maintenance work on equipment.
  • Acts as crew leader on certain jobs.
  • Operates an excavator used for pipeline installation and repairs; properly places sheeting and shoring necessary to safely allow workmen to be in the trench area; sets pump.
  • Operates combination backhoes used for minor and major pipeline installation and repairs of various size pipe lines; works in confined or restricted area; excavates around underground utilities; cleans up previously excavated debris and properly backfills excavations; loads dump trucks and safely transports equipment.
  • Operates front end loaders used for pipeline installation and repairs including the movement of large amounts of debris and loading of dump trucks and the restoration of roadways and the spreading of asphalt.
  • Operates a mobile hydraulic crane or side lift used in pipeline installation.
  • Performs related work as required.

KNOWLEDGE, ABILITIES AND SKILLS

  • Considerable knowledge of the effective operation of such heavy equipment as graders, excavators, bulldozers, backhoes, tub grinders, horizontal grinders and draglines.
  • Knowledge of traffic and highway safety rules and regulations and of effective precautionary measures necessary to avoid accidents.
  • Knowledge of the hazards involved in the use of heavy equipment and of safety precautions to be taken.
  • Some knowledge of internal combustion engines and some skill in their repair.
  • Ability to read, grade and slope stakes; operate various types of heavy motorized equipment in the construction and maintenance of the public parks, parkways and other grounds.
  • Follow oral and written instructions, simple blueprints and engineering sketches.
  • Work effectively with other employees.
  • Meet the general public with courtesy and tact.
  • Skill in the operation of heavy construction equipment.
  • Physical strength and agility sufficient to do strenuous laboring tasks under varying weather conditions.
  • PHYSICAL REQUIREMENTS

    The following are some of the physical requirements associated with this position. Reasonable accommodation may be made by the City to enable an individual to perform the essential duties / functions of the position.

  • Must have the use of sensory skills in order to effectively communicate and interact with other employees and the public through the use of the telephone and personal contact.
  • Physical capability to effectively use and operate various items of office related equipment, such as, but not limited to, personal computer, calculator, copier, and fax machine.
  • Work involves working indoors and outdoors in inclement weather conditions.
  • Work involves sitting and standing for long periods of time.
  • Work involves frequent typing, walking and bending, lifting and stooping for short periods of time.
  • Must be able to lift and / or carry weights of up to 30 pounds.
  • MINIMUM TRAINING AND EXPERIENCE

  • Education and experience equivalent to graduation from an accredited high school with two (2) years of experience equaling one (1) year of schooling; for each of the three (3) high school years needed, and a minimum of four (4) years’ experience in the operation of the following : track mounted excavator, road grader, front end loader (2-1 / 2 cubic yards), tub grinder, horizontal grinder, combination backhoe loader, and bulldozer.
  • Possession of a valid Commercial Driver License, Class "A" (C.D.L. "A") issued by the State of Florida , with tanker “N” endorsement at the time of appointment.
  • Any combination of education and experience may be considered.
  • When claiming veterans’ preference, you must provide a copy of your DD-214, Certificate of Release or Discharge from Active Duty, or other acceptable documentation.
