This position is responsible for analyzing data and performing technical duties, associated with Human Resources for the City of Hickory. An incumbent in this position may be designated “Senior Human Resources Analyst.”
Major Duties
- Manages Tyler Technologies - Enterprise ERP (Munis) system to include but not limited to the maintenance of the following: position control, pay classification plan grades/steps, salary table grades/steps, employee data to include personnel data and all salary/position changes.
- Implements additional modules within Enterprise ERP (Munis) system.
- Manages back office for Neogov functionalities.
- Implements and manages all back office electronic processes for Human Resources.
- Manages position control and ensures strict adherence to authorized, budgeted positions. Conducts frequent audits.
- Assist with the administration and maintenance of the City's classification system and pay plan policies. Conducts and responds to salary surveys and public records requests. Assist departments with compensation-related questions.
- Maintains and analyzes organizational and employee data; creates monthly reports and presents data.
- Assists HR Manager and HR Director in the preparation of the departmental and yearly personnel budget.
- Follows all policies, procedures, laws, standards, and governmental regulations with regard to employment law.
- Cross-trains with all Human Resources disciplines to provide support as needed.
- Understands and manages records according to record retention schedules and EEO classifications and reporting.
- Works with HR Staff to look for ways to increase efficiency in order to increase the department’s economic value for the organization.
- Verifies ERP entries from other HR personnel.
- Performs other related duties as assigned.
Knowledge and Qualifications
- Demonstrated knowledge of human resources principles and practices.
- Demonstrated Information Technology skill preferrable with HRIS systems.
- Skill in analyzing data to identify trends and make projections.
- Demonstrated skill in Excel at an intermediate level.
- Knowledge of federal, state, and local policies, procedures, and regulations.
- Skill in the operation of computers and other standard office equipment.
- Skill in planning, organization, and decision-making.
- Skill in public speaking and public relations.
- Skill in oral and written communication.

PHYSICAL DEMANDS: The work is typically performed while sitting at a desk or table or while intermittently sitting, standing, bending, crouching, or stooping.
