Performs semi-skilled work in construction, maintenance and repair of water and sewer utility lines and taps. Other duties as assigned. Applicants must possess the ability to perform heavy manual work for an extended period of time outdoors in varying climatic conditions; ability to operate a manual transmission vehicle, dewatering pump, tamp and various hand tools; ability to communicate using oral and written skills; prefer applicants who have experience performing related work in Water & Sewer Construction. Must possess a high school diploma or equivalent, minimum age of 18 and a valid NC Class "C" driver's license.

Major Duties
- Uses a wide variety of construction equipment to install, maintain and repair water meters as well as maintenance of facilities.
- Ensures that water meters are installed, calibrated, and tested correctly; ensures that meters operate properly.
- Conducts re-reads of meters as necessary.
- Assists in replacing faulty meters; raises and lowers meters. Inspects meters for signs of tampering, vandalism, and theft of utility services.
- Assists with repairs and rebuilds meters in the shop and in the field.
- Clears overgrown vegetation, obstacles, and hazards from meters.
- Performs emergency water cut offs.
- Flushes service lines and hydrants.
- Performs other related duties as assigned.
Knowledge and Qualifications
- Ability to read, write and perform basic mathematical calculations at a level commonly associated with the completion of high school or equivalent.
- Sufficient experience to understand the basic principles relevant to the major duties of the position, usually associated with the completion of an apprenticeship/internship or having had a similar position for one to two years.
- Possession of or ability to readily obtain a valid driver's license issued by the State of North Carolina for the type of vehicle or equipment operated.
- Knowledge of the operation and maintenance of construction equipment.
- Knowledge of relevant safety procedures and guidelines.
- Skill in the installation, repair, and maintenance of a wastewater collection system.
- Skill in oral and written communication.
- Ability to read, write and perform basic mathematical calculations at a level commonly associated with the completion of high school or equivalent.
- Sufficient experience to understand the basic principles relevant to the major duties of the position, usually associated with the completion of an apprenticeship/internship or having had a similar position for one to two years.
- Possession of or ability to readily obtain a valid driver's license issued by the State of North Carolina for the type of vehicle or equipment operated.
- Knowledge of the operation and maintenance of equipment and hand tools.
- Knowledge of relevant safety procedures and guidelines.

PHYSICAL DEMANDS: The physical demands described here are representative of those that must be met by an employee in this position to successfully perform the essential functions of this job. While performing the duties of this job, the employee is frequently/repeatedly required to stand; walk; use hands and exert forces needed to handle various types and sizes of tools, equipment and objects; reach with hands and arms and perform elevated work for periods of time; climb ladders and balance; climb into vehicles and equipment; stoop; kneel; half-kneel; squat; crouch; or crawl; and talk; or hear. The employee is occasionally required to sit. The employee must frequently lift, push, pull and/or move more than 100 pounds. An employee in this position will have successfully passed a "Functional Prework Screen" administered by a professional and impartial third party specialist.
SAFETY SENSITIVE: This position has been identified as safety-sensitive. The employee in this position will be part of a random drug testing pool. The methodology for choosing the random test subjects is handled by an outside, impartial, third party vendor.
WORK ENVIRONMENT: The work is typically performed outdoors, occasionally in cold or inclement weather. The employee may be exposed to noise, dust, dirt, grease, machinery with moving parts, contagious or infectious diseases, and irritating chemicals. The work may require the use of protective devices.
