The Water/Sewer Senior Mains Specialist will perform difficult, skilled and responsible technical work supervising and participating in the water (distribution) and sewer (collection) systems.  This will include day-to-day operations of the distribution and collection system including Backflow and Cross-Connection programs, I&I program and system data collection and reporting to the State.  

  • Operator in Responsible Charge in collection and distribution system;
  • Supervises back-up ORCs for collections and distribution;
  • Acts as back-up ORC for backflow prevention program;
  • Completes all required reports for Federal, State, and City agencies in a timely matter;
  • Insures information from support departments such as lab, plant maintenance; engineering services, administration and code enforcement is incorporated into the system records, rules, procedures or ordinances;
  • Works with and supplies information as needed to the FOG, water quality, lift station maintenance, fire hydrant meter, deduct meter, TRC, plan review, and other programs associated with the distribution and collection systems;
  • Reviews, and approves chemical treatments installed in the collection such as degreasers, odor control, and bacteriological treatments:
  • Monitors and oversees treatment of grease, corrosion, and odor control in water and sewer systems;
  • Monitors SCADA system flows and field flows as required:
  • Assists  AD technicians, engineering technicians, engineers, and GIS personnel with water mains ands ewer line problems reported by plumbers, contractors and local citizens;
  • On-call supervisor as required and assigned;
  • Oversees and assigns on-call ORC, including self;
  • May be required to assist with on-call emergency contract inspection;
  • Assists in locating lost valves and manholes;
  • Performs field checks for water and sewer taps using maps, records, and GPS;
  • Assists other departments in locating utilities;
  • Assists supervisors with locating water and sewer mains;
  • Attends design and construction meetings;
  • Assists supervisor on sewer spills and reports;
  • Coordinates with building and property owners and the City of High Point Engineering Department to help solve water and sewer complaints;
  • Coordinates the fire hydrant meter program, deduct meter program, and irrigation meter programs;
  • Reviews plans for compliance to ordinances, rules, regulations, and standard drawings.
  • Evaluates preventative maintenance program;
  • Provides information as required by management;
  • Performs other duties as assigned;
  • Ensures the Collection and Distribution systems and associated programs follow the Rules and Regulations of the State and Federal Agencies.
  • Ensures that all work is performed in accordance with OSHA and City Safety Standards and Policies.
  • Formal Education
    1. High school diploma or GED and;
    2. Formal education including basic math, reading and writing, plan reading, engineering, and/or construction
    3. On-the-job training approximately 6 months to 1 year.
  • Work Experience
    1. At least 3 years of experience as ORC or backup ORC
    2. Considerable computer experience
  • Supervision
    1. Some experience in supervision is preferred.
    2. Must be able to assign and supervise the work of others
  • Certifications
    1. Grade A Water Distribution Certificate
    2. Backflow Prevention Certificate
Valid North Carolina Driver’s License

  • Lift Station Experience
  • Backflow Tester Certification
Preferred Qualifications Continued
  • NC Grade IV Wastewater Collection Certificate

  • Hearing/Speaking - Expressing and/or exchanging ideas by means of spoken words.  
    • Both necessary to converse with other employees and supervisor working together to accomplish tasks. 
    •  Must be able to hear over noise of operating motors and equipment to give directives or respond to employees’ questions.
  • Visual Abilities – the ability to perceive via eyesight is required for this position:
    • Acuity, far – clarity of vision at 20 feet or more.  Must be able to see other workers, equipment, traffic and pedestrians from a distance for safety reasons when directing employees operating equipment.  Both eyes 20/22 – R 20/25 – L 20/25 corrected.
    • Acuity, near – clarity of vision at 20 inches or less.  Must be able to see tools, paperwork, radio, and other work aids close at hand.  Both eyes 20/25 corrected.
    • Depth perception – Three-dimensional vision.  Ability to judge distance and space relationships to see objects where and as they are.  Must be able to judge distances to use both hands in performing different tasks at the same time and to judge distances to ensure safety of employees and public.  Depth Perception – 5.
    • Field of Vision – the area that can be seen up and down or to the right or left while eyes are focused on one point.  Must be able to see a wide span of area to cover traffic and people entering and leaving the work area to ensure safety.
    • Accommodation – Must be able to adjust the eye lens to bring an object into sharp focus. This item is especially important when doing near-point work at varying distances from eye.  Must be able to adjust the eye lens to glance quickly from operation of the immediate work area to people or other equipment which are located at varying distances.
  • Physical Strength – degree of physical demands typically associated with this position include:
    • Medium Work:
      • Exerting up to 50 pounds of force occasionally, and/or;
      • Exerting 20 pounds of force frequently, and/or;
      • Exerting 10 pounds of force constantly to move objects.
    • Requirements include: sitting, walking, stooping, kneeling, crouching, reaching, standing, lifting, bending, stretching and squatting. There is significant use of arms, hands, legs and feet.

    1. Ability to use mathematics to the extent of calculating the amounts of materials needed for assignments, i.e., cubic yards of concrete, asphalt, stone, etc.

    1. Ability to read and comprehend operators’ manuals, construction plans, safety rules and regulations, City Personnel Resolution, instructions, directions, street names and signs, blueprints and diagrams, city maps, and other documents relating to job.

    1. Ability to write instructions and/or directives as received, notes pertaining to the job, completed assignments on a work log, report information, schedules, requisitions and records of worktime and materials used.

  • Physical Surroundings
    • The W/S Senior Mains Specialist is subject to outside environmental conditions;
      • Exposed to various weather conditions and temperatures; weather which is extremely hot and extremely cold, rain, sleet, ice snow, high winds, flooding and fog.  
  • Hazards
    • Employee will be exposed to trash, flowers, trees, grass, dirt, concrete, asphalt, stone, rocks, water, debris and insets, etc., and may be subject to be in confined spaces.

    • Work is subject to final standards of OSHA on bloodborne pathogens.

    1. Motor vehicle, electric tools, hand tools, pumps, plumbing and mechanical tools, shovels, concrete, asphalt, stone, pipe fittings, meters, time cards, portable flow measuring devices, odor control, grease control, computers, peripherals such as printers, plotters, scanners, other input devices, office equipment such as adding machines, shredder, copiers, other equipment, various written documents such as plans, specifications, engineering data, manuals, instruction booklets, other work aids associated with this trade and safety manuals, City Personnel Resolution, operators manuals and two-way radios.
  • Special Requirements
    1. Must have good knowledge of traffic rules and regulations and safety rules and regulations.
    2. Must have thorough knowledge of the maintenance, repair and/or construction of water and sewer mains and facilities.
