What are the responsibilities and job description for the Water Meter Service Technician I position at City of High Point?
Performs responsible skilled mechanical work in the installation, removal and maintenance of water meters; does related work as required.
Work is performed under regular supervision.
- Digs up, cleans out, raises, lowers and replaces meter boxes.
- Removes and installs water meters.
- Field and shop testing for residential and commercial meters.
- Performs follow-up meter reading and customer service work.
- Replaces broken meters and meter boxes;
- Maintains shop equipment and spaces.
- Uses hand tools to perform various manual tasks for extended periods of time (up to 16 hours) providing operational assistance in emergency situations.
- Operates pick-up or service truck, requiring Class "C" driver's license, and hauls materials and equipment to and from the job sites.
- Investigates leaks as well as water pressure problems.
- Completes work orders and other records as required.
- Ensures that all work is performed in accordance with OSHA and City Safety Standards and Policies.
- Formal Education
- Formal education which includes reading, writing and math with completion of a High School Diploma or GED equivalent.
- Must be at least 21 years of age.
- Must be able to work on emergency tasks for extended periods of time up to 16 hours, and on night call as assigned.
- Must have ability to build large meter assembly.
- Must be able to lift a minimum of 50 pounds repeatedly, climb ladders, enter confining spaces and work in awkward positions.
- Must be able to understand complex instructions.
- Must be able to read water meters.
- Must be able to make accurate and detailed work orders and other records.
- Good communication and customer relations skills is mandatory.
- Must be able to properly operate two-way radio to communicate with office staff, supervisor, and other department personnel.
- Must be able to deal effectively with the public.
- Able to operate laptop and computer to update service records.
- Computer literate with excellent skills in Microsoft Word and Excel applications to produce reports
- Must be willing to learn new software applications.
- Valid North Carolina Driver’s License
- Water meter service technician and mechanical experience preferred
- English and Spanish Language skills
Hearing/Speaking - Expressing and/or receiving information by means of spoken word are both necessary to converse with internal and external customers including co-workers, citizens and applicants.
Visual Abilities – the ability to perceive via eyesight is required for this position:
- Acuity, far – clarity of vision at 20 feet or more. Must be able to see from a distance when administering and observing employment tests, operating a motor vehicle, or addressing an audience.
- Acuity, near – clarity of vision at 20 inches or less. Must be able to see work-related business documents close at hand.
- Depth perception – Three-dimensional vision and the ability to judge distance and space relationships.
- Field of Vision – the area that can be seen up and down or to the right or left while eyes are focused on one point. Must be able to see a wide span of area.
- Accommodation – Must be able to adjust the eye lens to glance quickly.

- Using Mathematics: Must be able to understand math equations in order to determine size of meter, meter box and hand tool to be used for specific job. reading meters and figuring quantities of supplies to be ordered from warehouse, etc.
- Read: Ability to read safety and other manuals, instructions, equipment readings, street signs, location books, work orders. etc., to read and understand directions (N, E, S, W) in order to locate job sites.
- Write: Must be able to write work orders clearly and legibly.
- Speak: Ability to be conversant in voice and diction to participate in discussions and communicate well with citizens in person, co-workers, and other City personnel in person or over radio and telephone; ability to perform proper and clear communication rapidly during emergency situations.
Physical Surroundings
- The Worker is subject to Inside and Outside Environmental Conditions: Exposed to the various weather conditions and temperatures. The worker will be required to work outside during the summer when the weather is usually hot and the winter when the weather is usually cold. Combining the type of work performed with the weather conditions, the worker should be one who can work outside in the sun, heat, high winds, rain, sleet, cold and extreme weather conditions, and cross rough terrain (outfalls, right-of-way clearings, etc.) with possible risk of exposure to poison oak, poison ivy, insect bites and stings, etc. The job is best suited for someone who doesn't mind getting wet, dirty and sweaty.
- Employee will possibly be exposed to standing water containing waterborne disease, spiders, and snakes. Work is subject to final standards of OSHA on bloodborne pathogens.

- Hand tools, power tools, motorized equipment, water meters, meter boxes, listening and measuring devices, shovels, location books, work orders, ladders, meter vaults, ladders, air pack, two-way radio, telephone, Personnel Resolution, job safety regulations and traffic safety regulations.
