What are the responsibilities and job description for the Engineering Coordinator position at City of Hillsboro Oregon?
The Essential Functions of this role:
Is to fill the role of lead inspector. The ideal candidate will be the lead inspector on pipe bursting projects including plan review, pre-construction meeting, daily inspections, payments, as-builds and project close out. This position will assist the Development Inspection manager with implementation and maintenance of permitting software, training and assisting inspection techs with day-to-day field issues.
The Ideal Candidate:
Will have a strong background in inspecting the Public Right of Way for residential, commercial and pipe bursting projects.
They will be familiar with ODOT Standard Specifications, Clean Water Services (CWS) Standards, and City of Hillsboro Design and Construction Standards.
The ideal candidate will be proficient with permitting software. They will be self-motivated and will be able to make sound decisions under pressure.
The candidate will have strong written and verbal communication skills as they will be communicating daily with contractors, engineers, co-workers, and various members of the public.
The principal function of an employee in this class is to perform coordinative and/or supervisory level activities in support of engineering analysis, development and mapping. Responsibilities include overseeing day-to-day mapping, development review, permitting, and related operations and activities; managing capital projects; conducting engineering analysis studies; participating in the development of unit goals, objectives and procedures; resolving complex issues with either citizens, contractors and consultants; and, overseeing regulatory compliance. Incumbents may supervise other engineering technician staff including conducting performance evaluations, coordinating training; and implementing hiring, discipline and termination procedures.

Responsibilities include:
- Manage field inspections in the Public Right of Way
- Verbal and written communication with internal and external stakeholders.
- Manage permitting software (Acella, PDOX).
- Provide assistance and training to inspection staff.
- Plan review.
Minimum Qualifications
TRAINING AND EXPERIENCE:
Bachelor's degree in Civil Engineering, Construction Management, Public Administration, Project Management or a closely related field and a preferred 5 years of experience in assigned area of responsibility, including 1 year of lead or supervisory experience; or, an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above.
Licensing/Certifications:
Depending on assignment, some positions may require:
Valid Driver's License and safe driving record;
ODOT General Inspector (CGI) Certification within one-year of hire, based upon area of assignment;
Oregon/ Washington CESCL Certification within one-year of hire, based on area of assignment.
