About this Opportunity
The City of Hillsboro is hiring an experienced Human Resources Project Manager who will be responsible for working with the City’s leadership, Diversity, Equity & Inclusion (DEI) Manager, employees and Human Resources colleagues to promote accountability and continuous improvement in leadership, culture and employee experience through HR project management.
Position Overview
This scope of work includes organizing, planning and leading a variety of Citywide HR projects, and strategic plan initiatives, primarily in the Employee Well-Being & Safety focus area. This role supports the City’s efforts to foster an inclusive culture and help managers build and foster productive, positive, high-functioning teams. This position plays a key role in managing projects that ensure leadership has the tools, resources and support they need to effectively support our employee’s wellbeing and safety.
A priority project is developing leadership competencies and other core elements of the City’s leadership development program, which will include diversity, equity, inclusion, and belonging curriculum. This position will report directly to the Employee & Labor Relations Manager with frequent interaction and communication with the Chief Human Resources Officer.
Primary Duties & Responsibilities Include:
- Manage Citywide HR projects and initiatives. Many of which relate to culture, leadership and employee experience in the City’s current strategic plan.
- Scope, schedule, resource, budget, plan, and process map HR projects, guide through the internal approval process and ensure on-time delivery within the scope and budget.
- Partner closely with HR leadership, dept directors and senior leadership to develop detailed project plans for HR initiatives, coordinating resources, ensuring clear objectives, timelines and deliverables.
- Develop productive partnerships and collaborative relationships with colleagues and leaders across the City and within the HR department.
- Track, document and report on project and initiative progress to identify risks, and ensure successful implementation.
- Develop leadership competencies and an accountability system for a “One City” comprehensive leadership program that provides directors, supervisors, and managers with the skills, competencies, and emotional intelligence to deliver on the City’s values and expectations for sound, effective leadership; in collaboration with Learning & Development create learning content for the program.
- Act as a liaison between City departments and HR for HR project management.
- Proactively identify and escalate issues early.
- Engage in effective organization, project management and communication and regularly manage multiple priorities.
- Partner with the DEI Manager to promote and support the City’s efforts and commitment to diversity, equity, inclusion and belonging.
- Utilize and reference best practices (such as cultural competence, employee experience, and psychological safety in the workplace) in supporting, and consulting with employees.
- Keep informed of team and employee experience needs through ongoing communication with DEI Manager, and HR colleagues.
- Serve as an advisor to assess and identify organizational development elements of the City’s strategic initiatives, make recommendations to address them.
- Serve as a member of the expanded leadership team as a resource for building leadership capacity.

Skills:
- Active listening—engaging with curiosity, empathy, and attentiveness.
- High proficiency in Microsoft Office Suite, including Word, Excel, PowerPoint, and Outlook.
- Contract administration and drafting scopes of work for RFPs (Requests for Proposals).
- Strong analytical, problem-solving, and facilitation skills.
- Certification and experience with validated work style inventory tools such as DISC or StrengthsFinder.
Abilities:
Ability to quickly complete tasks with minimal guidance and reacts with appropriate urgency to situations that require a quick turnaround.
- Effectively balance multiple priorities and interests.
- Build and lead cross-functional teams to achieve project success.
- Ability to use experience and understanding of departmental needs to create customized project plans.
- Experience in the development, implementation, and evaluation of strategic plans.
- Create and manage complex project plans from inception to completion.
- Bilingual proficiency in English and Spanish is preferred, but not required.

Acceptable Experience and Training
Bachelor’s degree in Human Resources, Psychology, Industrial Psychology, Organizational Development, Business or related field and 5-8 years of project management experience in organizational development, learning and development, human resources, strategic planning or related field.
