The City of Hillsboro is searching for a Transportation Operations Supervisor in our Public works department. In this role:You will be a City liaison for city cleanliness and safety, developing policy and procedures, development and management of contracts, management of vendors and contractors, special event permit reviews, cooperative agreement negotiations, management and installation of roadway safety devices.

Development and issuance of community cleanup request for bid, developing policy and workflow for debris cleanup sites, develop procedures for anti-vehicle barrier installations.
PURPOSE STATEMENT:
Under the direction of the assigned supervisor, the Transportation Operations Supervisor performs supervisory-level activities and performs the work of subordinates in support of maintenance and operations activities and directives in the assigned area of responsibility in Transportation Operations. Responsibilities include supervising staff; overseeing day-to-day operations and activities; participating in the development of unit goals, objectives, and procedures; managing inventory; resolving complex customer complaints; and overseeing regulatory compliance. Incumbents supervise other maintenance and operations staff including conducting performance evaluations, coordinating training; and implementing hiring, discipline and termination procedures.

ESSENTIAL FUNCTIONS, DUTIES, AND TASKS:
The following list of functions, duties, and tasks is typical for this classification. - Oversee the maintenance of public streets, alleys, drives, etc., traffic signals, street lighting, signs, and markings etc.
- Oversee asphalt & concrete repairs.
- Manage right-of-way maintenance, including tree trimming and mowing.
- Perform and oversee utility locating for traffic signal, street lighting, and fiber-optic infrastructure.
- Oversee seasonal winter operations, including snow plowing, sanding, de-icing.
- Supervises staff to include: prioritizing and assigning work; conducting performance evaluations; ensuring staff is trained; ensuring that employees follow policies and procedures; maintaining a healthy and safe working environment; and making hiring, termination, and disciplinary recommendations.
- Oversees the daily operations of assigned area; prioritizes, schedules, assigns and performs maintenance and operations activities; ensures quality maintenance and service operations that are in compliance with applicable regulations and standards.
- Identifies, responds to, and resolves complex issues and concerns from customers and/or related to policies, procedures, or safety issues.
- Manages inventory and approves purchase orders and requests for expenditures of tools, parts, equipment, and supplies within established guidelines. Participates in the preparation of specifications and obtains quotes for jobs and equipment in assigned area of responsibility.
- Oversees and maintains database management systems, files, reports, and records according to established guidelines. Assists in project plan development.
- Participates in the development and monitoring of goals, objectives, policies, and procedures of assigned area. Provides monitoring of and input to budget and project development.
- Oversees contracted work including tracking performance and productivity of trade services.
- Participates in Department Operations Center (DOC) activities during major disasters and emergency events.

EDUCATION AND EXPERIENCE:
High school diploma or GED; and five years of increasingly responsible experience in assigned area of responsibility, including one year of lead or supervisory experience; or an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above.
