Description

Perform on-site inspections of residential and commercial construction for compliance with approved plans, specifications and applicable local, state and national codes, regulations and standards governing construction, alteration, and repair of structural system in building. Involves scheduling initial and follow-up inspections.

Essential Duties

  • Reviews and approves plans, specifications, and standards according to the International Building Codes.
  • Issues red tags, correction notices, stop work orders, and citations as appropriate when construction does not conform to code or approved plans.
  • Makes recommendations for changes and assists in the success of those changes for completion of inspection activities.
  • Enters and maintains inspection records and prepares monthly reports.
  • Reviews requests for and issues building permits to licensed general contractors for commercial use and to general contractors and homeowners for residential use.
  • Review and process permit applications; accepts payments for permits; enters inspections, corrections and comments in Permitting Software.
  • Assists in researching problems and complaints regarding commercial and residential buildings, construction, and code compliance.
  • Explains, interprets, and provides guidance regarding applicable codes and permits to general public, architects, engineers, contractors and developers or refers to the appropriate source.

Minimum Qualifications

EDUCATION AND EXPERIENCE

High school diploma or GED equivalent required. Four years' experience in construction trade works or supervisory level building trade experience required. Associate degree in Construction Technology, Engineering / Architectural Technology, or related field preferred.

KNOWLEDGE, SKILLS, AND ABILITIES

  • Extensive knowledge of principals, practices, and methods of the building industry to include drafting, engineering construction techniques
  • Knowledge of federal, state, and local ordinances, regulations and codes applicable to residential or commercial building codes
  • Knowledge of carpentry and cement work
  • Ability to effectively present information to individuals, contractors, architects, engineers, inspectors, business owners, or City officials who may be at times irate or disgruntled
  • Ability to read, comprehend, and interpret complicated technical written materials, construction drawings and specifications
  • Ability to utilize a computer and associated software
  • Ability to climb ladders and scaffolding at heights of 20 to 25 feet
  • Ability to work independently and to complete daily activities according to work schedule
  • Ability to effectively communicate orally and in writing
  • Ability to understand, follow and transmit written and oral instructions
  • Ability to establish and maintain effective working relationships with City departments, contractors, architects, engineers, state electrical and plumbing inspectors, outside agencies, and general public
  • LICENSING AND CERTIFICATIONS

  • Valid state issued driver's license.
  • Must be able to obtain New Mexico Construction Industries Division Building Inspector Certification within six months from date of hire.
  • Must be able to obtain and maintain International Code Counsel Building Inspector Certification within six months from date of hire.

    The employee must frequently lift and / or move objects up to 50 pounds or more. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception, and the ability to adjust focus.

    While performing the duties of this job, the employee occasionally works near moving mechanical parts and equipment and outside weather conditions. The employee occasionally works in high, precarious places, confined spaces, and is exposed to wet and / or humid conditions or airborne particles.

    The noise level in the work environment is usually quiet in the office and moderate to loud in the field.

  • The City of Hobbs will provide 80% to 90% Heath Insurance Coverage from Single to Family coverage.
  • Employees are eligible for 100% short-term disability coverage provided by the City of Hobbs.
  • Employer PERA contributions 14.8% for general, 28.775% for HPD, 30.9% for HFD.
  • CDL pay - $6,000 per year (if applicable).
  • PTO accruals start at 12 hours per month (144 hours per year) and progressively increase based on years of service to 20 hours per month (240 hours per year) at year 21.
  • Bilingual Pay - $1,500 dollar incentive per year upon completion of yearly proficiency test.
  • Education Incentive - ($1,000, $4,000, $6,000 dollars - Associates, Bachelor's, Masters; degree must be relevant to position and above the current minimum requirements of the held position).
  • Longevity Pay - Begins at the completion of 10 years of service. Gradually increased.
  • Retention Incentive - $600 incentive yearly with years 1-9 of completed service
  • 13 Paid Holidays.
  • Bereavement Leave - 5 days per calendar year per personnel rules guidelines.
  • Military Leave - (120 hours per year for general, 183.75 per year for HPD, 360 hours per year for HFD).
