Description

GENERAL DESCRIPTION

Operates specialty heavy equipment in assigned phases of construction, maintenance and repair of streets, alleys, storm drains and other City owned facilities.

Essential Duties

ESSENTIAL DUTIES

  • Performs a variety of general construction work driving and operating heavy equipment.
  • Hauls heavy equipment with dump trucks and lowboy float to job sites and unloads them.
  • Works directly with crews, often serving as a crew leader in filling and resurfacing holes, ditches, cracks, of cutting out, scraping, backfilling, and compacting, crack seal, cold mix, asphalt, concrete, caliche, or other permanent paving materials.
  • Serves as a spotter, flagging water and gas meters, manhole covers, sewer cleanouts, and ensures electrical, telephone and cable lines are not damaged.
  • Assists in setting up warning devices and barricades and controlling traffic at work sites by flagging to guide traffic through work areas as required.
  • Duties include special trash collection such as auto accident debris, or spills, street sweeping, and cleaning out storm drains.
  • Insures roadway is clear of debris prior to applying paving material.
  • Inspects and performs maintenance and repairs to field equipment.
  • Provides information, assistance and directions to the general public regarding operations, services or complaints.
  • May be subject to after hour and weekend call-outs.
  • Operates specialty equipment such as a maintainer, front-end loader, and screening plant.
  • Operates other road construction equipment as needed, such as street sweepers, steel wheel and rubber tire rollers, dump trucks, water truck, utility truck, flatbed, compressor, backhoe, squeegee, shovel, hoe, compactor, jackhammer, crack-seal machine, spray rig, side broom, weed eater, chainsaw, pavement saw, and welder.

NON-ESSENTIAL DUTIES

May serve on various employee committees, as required and assigned.

Minimum Qualifications

This position is subject to the City of Hobbs' Drug and Alcohol Testing Policy which includes one or more of the following : pre-employment testing, post accident testing, random testing, reasonable suspicion testing, return to duty testing and follow-up testing.

MINIMUM QUALIFICATIONS

Education and Experience :

Graduation from high school or GED equivalent required. Four (4) years of experience in work involving medium and heavy equipment operation required.

Skills, Knowledge and Abilities :

Knowledge of materials, methods, techniques, terminology, and equipment used in construction.

Knowledge of emulsion in regard to paving materials, asphalt, concrete, and other related materials.

Knowledge of heavy equipment operating principles and hazards and safety precautions common to heavy equipment operations.

Demonstrated ability to operate specialized equipment, i.e. maintainer, front-end loader, steel wheel and rubber tire rollers, and screening plant.

Ability to read and comprehend equipment specifications.

Ability to work after hours, weekends, and holidays.

Ability to work independently and to complete daily activities according to work schedule.

Ability to effectively communicate orally and in writing.

Ability to understand, follow and transmit written and oral instructions.

Ability to establish and maintain effective working relationships with all Street personnel, various other City personnel and general public.

SPECIAL REQUIREMENTS

  • Must live within 10 mile radius of City limits
  • LICENSING AND CERTIFICATIONS

    Valid state issued driver's license with CDL endorsement.

    Ability to obtain ATSSA (American Traffic Safety Services Association) Traffic Control Certification within 18 months of hire and maintain an active status while employed by the City.

    While performing the duties of this job, the employee is frequently required to talk or hear and reach with hands and arms from a standing position. The employee is frequently required to sit, stand, walk, kneel and use hands and fingers to handle feel or operate objects, tools or controls. The employee is occasionally required to climb or balance, stoop, kneel, crouch or crawl.

    The employee must frequently lift and / or move objects up to 50 pound and occasionally lift and / or move heavy objects up to 100 pounds or more. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception and the ability to adjust focus.

    While performing the duties of this job, the employee regularly works near moving mechanical parts and equipment and regularly works in outside weather conditions. The employee occasionally works in high, precarious places and is frequently exposed to adverse weather conditions, fumes or airborne particles, toxic or caustic chemicals, and vibration. The employee is occasionally exposed to blood borne pathogens and risk of electrical shock.

    The noise level in the work environment is loud.

  • The City of Hobbs will provide 80% to 90% Heath Insurance Coverage from Single to Family coverage.
  • Employees are eligible for 100% short-term disability coverage provided by the City of Hobbs.
  • Employer PERA contributions 14.8% for general, 28.775% for HPD, 30.9% for HFD.
  • CDL pay - $6,000 per year (if applicable).
  • PTO accruals start at 12 hours per month (144 hours per year) and progressively increase based on years of service to 20 hours per month (240 hours per year) at year 21.
  • Bilingual Pay - $1,500 dollar incentive per year upon completion of yearly proficiency test.
  • Education Incentive - ($1,000, $4,000, $6,000 dollars - Associates, Bachelor's, Masters; degree must be relevant to position and above the current minimum requirements of the held position).
  • Longevity Pay - Begins at the completion of 10 years of service. Gradually increased.
  • Retention Incentive - $600 incentive yearly with years 1-9 of completed service
  • 13 Paid Holidays.
  • Bereavement Leave - 5 days per calendar year per personnel rules guidelines.
  • Military Leave - (120 hours per year for general, 183.75 per year for HPD, 360 hours per year for HFD).
  • Describe any experience you have with automotive maintenance, heavy duty or industrial equipment - please include number of years of experience.
