Maintains responsibility for the management and operation of the Environmental Division to include animal control, code enforcement and sanitation issues, and condemnations.   
  • Plans, organizes, manages and directs, budgets, sets standards, reviews, trains, counsels/disciplines employees, and performs other personnel management functions.

  • In consultation with the Community Services Superintendent, Captain and/or Lieutenant of Community Services, formulates short and long-range plans and goals for animal control and environmental enforcement functions.

  •  Participates in the investigation, preparation and presentation of condemnation cases for action.  

  • Responds to citizens complaints and ensures that complaints are being worked by animal control or environmental enforcement.  

  • Coordinates weed mowing and billing on properties that are not in compliance.

    Reviews policies, correspondence, regulations, reports and legislation to determine necessary operational changes.   Evaluates division for progress toward goals and objectives.

  • Organizes, sets standards and instructs staff on matters related to animal control and environment enforcement.

  • Establishes work schedules and assigns tasks to ensure goals are achieved.  

  • Reviews work in regard to final work product and efficiency.  

  • Conducts annual performance reviews of staff members.  

  • Counsels and disciplines employees as needed.

  • May require shift work, including weekends, and being on-call.

  • Performs all duties of subordinates, as needed.

Education and Experience:


Bachelor’s degree in animal behavior, business management, or a related field, including two (2) years of supervisory experience required.  


OR


Four (4) years of applicable compensated experience in the fields of business management, animal care, customer service, and/or financial responsibility required with two (2) years of supervisory experience required.  



An equivalent combination of education and experience that meet the minimum requirements may be substituted on a year-to-year basis. 


Skills, Knowledge and Abilities:


  • Working knowledge of methods and techniques of legal research and use of law books and other legal resources desirable.

  • Knowledge in the principles and practices of management supervision and leadership.

  • Knowledge of techniques and methodologies used in making and resolving difficult public contact with individuals from diverse socio-economic and cultural backgrounds.

  • Ability to learn and understand all computer-based equipment related to the Hobbs Police Department in order to complete their job functions.

  • Ability to perform euthanasia and become proficient with euthanasia equipment.

  • Skill in handling of a snare, Oleoresin Capsicum (OC) spray, and an animal control stick in order to capture, disable and/or restrain animals.

  • Knowledge of city geography.

  • Ability to gain knowledge of the materials, methods, processes and equipment used in the operation of an animal control and environmental enforcement system.

  • Ability to become familiar with City and State Animal Control and Environmental laws.

  • Ability to communicate effectively and deal with complainants and offenders, who are often frustrated, angry, or irate.

  • Ability to effectively communicate orally and in writing, to include computers and two-way radios.

  • Ability to establish and maintain effective working relationships with supervisor, subordinate staff, Police Department, Fire Department, Water Department, City Attorney, Municipal Court personnel, County Treasurer’s office, County Assessor’s Office, elected officials and general public.


LICENSING AND CERTIFICATIONS


  • Valid state issued drivers license.

  • Ability to obtain National Animal Control Association (NACA) training.

  • Ability to obtain NCIC certification within 6 months of date of hire and the ability to maintain the certification throughout employment. 

  • Ability to obtain Euthanasia certification within one year of date of hire and the ability to maintain the certification throughout employment. 

  • Ability to certify in Chemical Immobilization within six months of date of hire and the ability to maintain the certification throughout employment. 


SUPERVISION RECEIVED

This position reports to the Community Services Superintendent. 


SUPERVISION EXCERCISED

Direct reports for this position are Code Enforcement Officers.

The employee is occasionally required to lay, climb or balance, stoop, crouch or crawl.

 

The employee must routinely lift and/or move objects up to 50 pounds.  Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception and the ability to adjust focus.

While performing the duties of this job the employee works indoors and outdoors.  The employee is frequently exposed to adverse weather conditions, fumes or airborne particles, toxic or caustic chemicals and animal diseases transmittable to humans.

 

The noise level in the work environment is moderate to loud, depending on duties performed.
