SUMMARY:

The Permit Technician is a full-time position under the direction of the Building Official. The primary duties of this position will be processing building permit applications, scheduling inspections, and answering questions regarding the permit and inspection process and procedure.

Customer service and clerical abilities required.

ESSENTIAL DUTIES and RESPONSIBILITIES:

· Serve as initial point of contact for the Building Department, including walk-in and phone customers.

· Answers general questions regarding services, permitting, processes, and procedures provided by the Building Department.

· Processes and schedules inspection requests and coordinates with the Building Official.

· Processes permit applications for commercial and residential buildings, signs, temporary use, andother projects in the City of Hollister.

· Reviews and processes permit applications, documents, and associated fees.

· Performs daily clerical and administrative duties, including but not limited to answering and directing incoming calls, operating computer software, data entry, creating and managing records, and facilitating letters and other documents and correspondence as required.

· Maintains department archives and records, including filing, storage, and destruction.

· Processes all permits after the completion of plan review by the Building Official.

· Represents the City and department by performing various functions at meetings, occasions, and events.

· Performs other duties as assigned.

Knowledge of

· Typical practices and processes associated with local government.

· General computer operations, including Microsoft Office and current City electronic operating system software.

· Commonly used office equipment and software.

· Standard office practices, procedures, and etiquette.

· Terminology commonly used in construction, building, planning, zoning, code enforcement, and other areas associated with Building Department operations.

Skill in

· Reading and interpreting plans and blueprints.

· Written and verbal communication methods and accuracy.

· Record keeping and office practices and procedures.

· Using all hand tools associated with the Permit Technician position.

· Technological and computer literacy with proficiency in the Microsoft Office Suite of applications.

· Effective and professional communication techniques with all levels of management, City officials, other employees, and the general public.

· Grammar, mathematics, reasoning, analytical thinking, and problem-solving

Ability to

· Organize, prioritize, and carry out Building Department duties with minimal supervision.

· Develop and maintain effective work relationships with individuals from various ethnic and socio-economic backgrounds in other agencies, City employees, and the general public.

· Follow all procedures to maintain a safe work environment.

· Maintain a professional appearance and attire.

· Maintain confidentiality and manage sensitive issues with discretion and sound judgment.

· Meet the physical demands of the position.

· Express thoughts and concepts through both written and verbal communication.

· Research and present information effectively.

· Prepare effective written documentation and reports.

· Establish and maintain effective work relationships with supervisors, co-workers, City officials, and representatives of private/public entities in the community.

· Investigate, analyze, and effectively resolve problems and conflicts.

· Multi-task and perform with evolving priorities.

· Meet the physical demands of the position.

EDUCATION/LICENSING/CERTIFICATION:

· Must possess a valid driver’s license and maintain an insurable driving record.

· High school diploma or equivalent.

· Ability to obtain ICC (International Code Council) Permit Technician certification within two (2) years of hire.

OTHER REQUIREMENTS:

  • Pre-employment and random drug testing are required.
  • Maintain regular and predictable attendance.

PHYSICAL DEMANDS:

· While performing the duties of this job, an employee is regularly required to sit, stand, walk, talk, and listen.

· Use hands to touch/manipulate, handle, or feel.

· Reach with hands and arms, stoop, kneel, bend, and crouch.

· Move, lift, or carry parcels, packages, and other items up to 50 pounds.

· Listen and hear, both in person and by telephone, with the ability to understand and distinguish speech and other sounds.

· Specific vision abilities include close vision and color vision.

WORK ENVIRONMENT:

· The work environment is a typically structured indoor office setting.

· Individual work areas are situated in a single or shared office space.

· The Building Department works as a team focusing on collaborative efforts to provide outstanding service to residents, businesses, vendors, City staff, board members, visitors, and others.

· The office atmosphere is generally controlled and predictable, with a moderate noise level.

· May occasionally encounter angry customers and unpleasant situations.

Job Type: Full-time

Pay: $29,000.00 - $34,000.00 per year
