The Position
JOB SUMMARY :
Under executive direction of the Fire Chief, is responsible for assisting the Fire Chief in the direction of all employees and activities of the Fire / Rescue Department. Duties include supervising the Division Chiefs, responding to emergency incidents, coordinating the activities of the Hazardous Materials Team, and reviewing official documents that pertain to the Fire Department. Work is reviewed through conferences and written reports for results obtained.
ESSENTIAL JOB FUNCTIONS AND RESPONSIBILITIES :
- Prepares and administers the Fire Departments' budget; analyzes and approves requisitions.
- Acts as a liaison with other City departments and municipalities.
- Assumes the responsibilities of the Fire Chief in absence.
- Supervises and directs the activities of the Division Chiefs.
- Plans, organizes, and directs departmental functions.
- Initiates and completes special programs as directed by the Fire Chief.
- Develops, implements, and reviews Department policies to ensure compliance with codes and ordinances.
- Maintains Department records.
- Investigates and processes grievances.
- Assists with the hiring of Department employees; recommends employees for discipline or promotion.
- Serves as a representative of the negotiating team for collective bargaining.
- Reviews and maintains in Department emergency operations.
- Drafts resolutions, bulletins, and memos as needed by the Department.
- Effectively and positively represents the City in delivering and performing work with colleagues and clients, irrespective of gender, race, religion, age, disability, political affiliation or belief, or sexual orientation.
- Establish and maintain effective and professional relationships with work colleagues, supervisors and managers.

The Requirements
EDUCATION / EXPERIENCE :

Required :
1. Presently employed as a Fire Division Chief or Fire Battalion Chief with a minimum of three (3) years in rank.
2. An Associate's Degree in Fire Science Technology, Emergency Medicine Technology / Services or a related field (in accordance with the Educational Incentive Payment from the Insurance Commissioners Trust Fund (pursuant to F.S. 633.382).
3. A minimum of 15 years of experience with a Municipal Fire Rescue Department.
Preferred :
Presently employed as a Fire Division Chief with a minimum of one (1) year in rank; with a Bachelor's Degree or higher in a related field (in accordance with the Educational Incentive Payment from the Insurance Commissioners Trust Fund (pursuant to F.S. 633.382).

The Examination
Examination : The examination will consist of an Evaluation of Training and Experience (T&E) to establish the Civil Service eligibility list, followed by a pass / fail oral exam. The T&E scoring will be as follows :
70 points : for meeting the minimum qualification of the position as stated above.
5 points : presently employed as a Fire Division Chief for one or more years.
5 points : for possession & proof of a Bachelor's degree in related field
5 points : for possession & proof of a Master's degree in related field
5 Points : for possession & proof of a State of Florida Fire Officer 3 certification or higher
5 Points : for possession & proof of a State of Florida Safety Officer Certificate of Competency
2.5 points : presently employed at the rank of Fire Division Chief 3 or more years
2.5 points : for possession and proof of a State of Florida Fire Inspector Certification

Additional Information

SUMMARY OF BENEFITS FOR EXECUTIVE, MANAGEMENT, & TECHNICAL EMPLOYEES
Accrued Sick Leave Payout
Upon the accumulation of 200 sick leave hours, all employees have the option of converting up to forty-eight (48) hours of sick leave to vacation leave.
Employees may participate in the City's Sick Leave Pool Program upon the completion of one year of employment and with a minimum accumulation of ninety-six (96) hours of sick and / or vacation leave. This program entitles eligible employees to participate in extended sick leave benefits for cases involving non-work related catastrophic or long-term illnesses or injuries.
Executive, Management & Technical employees shall accrue forty (40) personal leave hours per fiscal year. The personal leave year shall begin on October 1st and end on the following September 30th. Personal leave days will not accumulate from year to year and cannot be liquidated by cash payment. In the first year, employees hired after October 1 through February 1 will accrue 30 hours personal leave. Employees hired after February 1 through June 1 will accrue 20 hours of personal leave during their first year. Employee hired after June 1 will not accrued any personal leave during their first personal leave year.

Reimbursement may not exceed $3,000 for any employee in any one fiscal year. Any coursework eligible for reimbursement must have a direct relationship to the job requirements of the employee's position.

Employees who receive benefits under this program, who voluntarily leave the City's employment within two (2) years of receiving such benefit, shall be responsible for reimbursing the City for the entire cost of this benefit.
