JOB SUMMARY:

Under the general direction of a Division Fire Chief designated as the Fire Marshal, the incumbent is primarily responsible for the review of construction plans, shop drawings, permit applications, manufacturer specification sheets, and other pertinent permit documents for conformity and to ensure compliance with applicable Federal, State, and local fire safety laws, ordinances, and codes are met. The incumbent must be able to work with business owners, building owners, architects, professional engineers, and other City personnel in collaboration with their respective disciplines. The incumbent may participate in on-site inspections of buildings to ensure code compliance is met. Work is assigned orally and in writing, which will be reviewed through observation, conferences, and results obtained.

ESSENTIAL JOB FUNCTIONS AND RESPONSIBILITIES:
  • Responds to the public regarding fire plan review comments and other related issues.
  • Effectively, professionally and positively represents the City in delivering and performing work with colleagues and clients, irrespective of gender, race, religion, age, disability, political affiliation or belief, or sexual orientation.
  • Establishes and maintains effective and professional relationships with work colleagues, supervisors and managers.
  • Performs review of construction plans, shop drawings, permit applications, manufacturer specification sheets, and other pertinent permit documents for conformity and to ensure compliance with applicable Federal, State, and local fire safety laws, ordinances, and codes are met.
  • Provides plan review comments for compliance to applicable codes and ordinance and answers questions concerning applicable codes, either in person or electronically.
  • May participate in meetings with contractors, developers, architects, engineers, business or building owners, and other staff before and during construction activity.
  • Responsible for providing direction and technical assistance on building projects.
  • Under certain circumstances, may be responsible for inspecting projects under construction for compliance with fire and life safety codes.
  • Reviews new materials, devices, products, codes, laws, and construction methods to maintain currency.
  • Attends meetings, workshops, and reads technical literature to keep current on codes.
  • Performs a wide variety of responsible and professional level work related to fire plan reviews.
  • Provides technical expertise in plan review and project coordination for fire plan review projects.
  • Interprets plans and specifications; approves minor design changes during construction.
  • May serves on the City’s Technical Advisory Committee representing the Fire Prevention Division.
  • Must be able to proficiently learn, navigate, and utilize both current and future permitting software programs.

EDUCATION/EXPERIENCE:

REQUIRED
  • Must possess a High School Diploma or GED at a minimum.
  • Must possess and maintain a current State of Florida “Certificate of Compliance” as a Firefighter II.
  • Must possess and maintain a State of Florida “Fire Safety Inspector I” (or higher) certificate.
  • Must possess and maintain a valid driver’s license with an acceptable driving record.
  • Must possess and maintain a current Broward County Board of Rules and Appeals “Fire Plans Examiner Certification” or meet the requirements for such certification at the time of application.

CERTIFICATES, LICENSES, AND REGISTRATIONS:
  • Valid Driver’s License:  With proof of automobile insurance
  • Background Check:  Must have an acceptable background record
  • Driving Abstract:  Must have an acceptable driving record

KNOWLEDGE, SKILLS,  AND ABILITIES: 

  • Knowledge of elementary management systems.
  • Ability to supervise personnel and evaluate their performance.
  • Ability to establish programs and procedures relevant to public education, fire inspection and investigation.
  • Ability to establish and maintain effective working relationships with fellow workers and the public.
  • Ability to establish and maintain effective and professional relationships with work colleagues, supervisors, managers and the public.

PHYSICAL DEMANDS: 

Depending on functional area of assignment, tasks involve the periodic performance of moderately physically demanding work, usually involving lifting, carrying, pushing and/or pulling of moderately heavy objects and materials (up to 50 pounds). Tasks that require moving objects of significant weight require the assistance of another person and/or use of proper techniques and moving equipment. Tasks may involve some climbing, stooping, kneeling, crouching, or crawling. Tasks may involve extended periods of time at a keyboard or workstation and extended periods of time standing and/or walking. Reasonable accommodations may be made to enable individuals with disabilities to perform the essential functions.

WORK ENVIRONMENT: 

When reviewing plans, work involves sedentary to light physical activity work in an office setting. If/when conducting inspections, work involves moderate to heavy physical activity in a primarily outdoor setting under all types of weather conditions with the added exposure to insects, animals and other hazards.

EMPLOYMENT OF RELATIVES:  The City of Hollywood has an Ordinance which regulates the employment of relatives of City employees.   Effective January 28, 2008, a relative may only be hired under the following additional conditions:
  
  • The relative must have competed in an appropriate examination process as determined by Human Resources and be placed on a civil service eligibility list;
  • The relative must be among the top three ranked candidates available on the certified eligibility list unless expanded by the Civil Service Board;
  • The Department or Office Director and the Director, Human Resources must demonstrate that it is in the best interests of the City of Hollywood to hire the relative of a public officer or employee.
As of 12/15/2005 the City will require all newly hired employees to sign an affidavit affirming non-usage of tobacco or tobacco products within the last year prior to submission of application and will continue to be a non-user of tobacco products throughout employment with the City of Hollywood.
