General Function

This is a highly responsible position assisting the CRA Director in the operation of the agency and the implementation of projects and programs contained in the Community Redevelopment Plan. The Assistant Director will be involved in varying degrees in all facets of the organization including policy-making, project management, budgeting, planning, personnel management, and public relations. Work involves extensive contact with the development and business community, citizen groups, government officials, public and private agencies, advisory boards, and City staff.

Work requires the use of considerable judgment, initiative, and professional knowledge and involves responsibility for making decisions. The Assistant Director pioneers new programs and projects that resonate with the CRA’s objectives. This involves fostering the revitalization of blighted areas and catalyzing the provision of affordable housing. In addition, the role mandates oversight of projects, ensuring they align with city ordinances, federal, and state laws.

Essential Duties And Responsibilities

  • Represent the CRA at various meetings and functions; make presentations to boards, committees, and the public.
  • Negotiates contracts, develops incentives, recruits compatible development activity and supervises consultants and advisors.
  • Provides comprehensive knowledge of redevelopment programs and their financing.
  • Develops potential incentive packages, provides market assessments/impacts, and monitors development trends.
  • Write developer requests for proposals for the purpose of disposing of CRA land for redevelopment.
  • Assists with the development of capital projects included in the City’s Master Plan; tracks the economic impact of those projects on Redevelopment activities City-wide.
  • Provide management and oversight of assigned projects as well as supervision and coordination of projects assigned to other staff.
  • Meet with development professionals, City staff, and the public regarding redevelopment activities.
  • Initiate and develop new programs and projects to further the CRA’s objectives for the revitalization of blighted areas and the provision of affordable housing.
  • Assist in the preparation, coordination, and evaluation of requests for proposals (RFPs) for projects in the redevelopment area.
  • Assist in capital project planning and the preparation of the annual budget, including the evaluation of funding requests by other agencies and organizations.
  • Ensure that programs, projects, and plans are carried out in accordance with City ordinances, applicable federal and state laws, and approved redevelopment and development plans.
  • Act as the department liaison with Public Works & Engineering, Parks Recreation & Open Spaces (PROS) for the design and construction of capital and infrastructure projects within the CRA.
  • Holds regular community meetings to foster engagement with local businesses.
  • Manages business grant programs as authorized by the City Commission.
  • Serves as the City’s economic development specialist, focusing on business attraction and retention.
  • Develops business recruitment materials, brochures, and presentations.
  • Participates in comprehensive review and evaluation of the City's code and permitting; provides recommendations for improving efficiency and systems for future service needs.
  • Conducts research and other special projects as requested by the Director regarding CRA services and capital development needs and City growth and development initiatives.
  • Receives and responds to inquiries and concerns from the general public, local business, and regulatory agencies; researches and provides response and resolution accordingly.
  • Manages contracts for services agreements with Miami-Dade County and private sector consultants.
  • Participates in various development review and pre-development meetings
  • Compiles, tracks, and analyzes performance measures for computation of code, permitting, and lien process, with the ability to write detailed reports concerning the administration of both performance measures.
  • Supports the CRA Director in capital acquisitions, public relations, real estate negotiations, professional service contracts and capital planning for the Community Redevelopment (CRA) area.
  • Assist in the hiring, training, supervision and evaluation of professional staff.
  • Performs other assigned duties.

Type Of Appointment/Work Hours

  • Full-time/Regular in-person position.
  • Standard workweek, which is forty (40) hours of work per week, usually consisting of five (5) days of eight (8) hours per day or four (4) days of ten (10) hours per day. The workday may be varied for the efficient delivery of public service.
  • Will be required to work other than the standard workweek on occasion, including evenings, weekends, and/or holidays.

Requirements

  • BS or BA degree in Real Estate, Economic Development, Finance, Urban Planning, Public Administration, Business Administration, Construction/Engineering, or a related field. Master’s degree preferred.
  • Five (5) or more years of responsible work experience in public/private sector in a progressive city in real estate development, planning, project management, economic development and/or any equivalent combination of training and experience. Affiliations or membership with trade associations exemplifying additional education is a plus, such as Florida Planning Association, Urban Land Institute, Florida Redevelopment Association, International Council of Shopping Centers, NAIOP, IEDC, or other related associations. Professional certification is a plus.
  • Considerable knowledge in the field of real estate, economic development, business recruitment, and retention.
  • Florida Redevelopment Association Redevelopment Professional (FRA-RP) certification is preferred but not required. It must be acquired within one year of hire.
  • Knowledge of public and private financing and various debt financing mechanisms.
  • Knowledge of the principles of budget administration and financial forecasting.
  • Knowledge of business correspondence and report writing.
  • Knowledge of the basic functions of Community Redevelopment Agencies.
  • Knowledge and experience with Public-Private Partnership developer negotiations and agreements.
  • Knowledge of the principles, techniques, and objectives of a Community Development Block Grant program and HUD housing programs.
  • An understanding of business attraction including lease negotiations real estate.
  • Ability to take the initiative to complete the duties of the position without the need of direct supervision.
  • Considerable knowledge of legislation affecting growth management as applied to current and projected demographic trends relevant to Florida.
  • Considerable knowledge of the development functions of municipal and county government, including Code Compliance, Community Enhancement, and other departments in the City.
  • Considerable knowledge of the principles and practices of public administration, including budget preparation and personnel management.
  • Ability to plan, assign, manage, and review the work of others in a manner conducive to full performance and compliance with established code, ordinance, statutes, and regulatory standards applicable to the work.
  • Ability to review and understand architectural plans and other similar documents.
  • Knowledge of the principles and practices of commercial and community development.
  • Ability to communicate effectively and professionally with the public.
  • Ability to develop, present and promote ideas orally and in writing to lay and professional groups.
  • Considerable knowledge of modern office practices, with emphasis on computer literacy, word processing, spreadsheet applications, and electronic records and file management. Ability to work with Adobe Suite, Microsoft Office Suite, and other similar programs.
  • Knowledge of Federal, State, and local grant and loan funding sources and reporting requirements.
  • Must have a valid Florida Driver’s license with a clean driving record.
  • Must pass a background screening process to include credit history.

Work Authorization/Security Clearance

  • The employee must successfully pass a background screening process and comply with the City’s Drug-Free Workplace policy.
  • The City will also verify the identity and employment authorization of individuals hired so the proper completion of Form I-9 is required, which includes the employee providing documents evidencing identity and employment authorization.
