General Function

This position is responsible for developing and implementing initiatives for the Division, managing services, and collaborating with organizations to address challenges, including health, education, public safety, employment, homelessness, veteran affairs, and environmental improvements within the City.

Essential Duties And Responsibilities
- Provides operational and technical management and direction to human services program staff including, but not limited, to one or more of the following areas: court services, assistance programs, children and family services, workforce development programs, entrepreneurial programs, wellness programs, and adult and family self-sufficiency services.
- Develops, implements, and evaluates assigned human services programs and projects to ensure compliance with applicable legislations, directives, strategies, and performance goals; manages work systems and processes; maintains and updates procedures, and ensures compliance; researches trends and best practices; and recommends and implements changes.
- Troubleshoots and provides consultation on escalated and complex human services program or work unit issues and complaints, and keeps higher-level management informed of issues/resolution.
- Develops and administers work unit budgets and procurement processes; reviews and approves budget requests and transactions; negotiates and manages contracts; researches and analyzes financial information; makes resource allocation recommendations; and implements resource allocation decisions.
- Oversees the preparation of and/or prepares, reviews, designs, and/or maintains reports, records, plans, contracts, and other documents; oversees the research and analysis of program policy and related information; and makes recommendations to higher-level staff.
- Coordinates with the general public, internal staff, and/or external agencies; convenes, facilitates, and attends meetings; prepares and makes presentations to the public, elected officials, appointment boards, and other stakeholders.
- Oversees the conduct of, or conducts, performance evaluations, employee development, hiring, discipline, and termination procedures as well as directly supervises human services management, professional, paraprofessional, and support staff, as assigned.
- Promote programs and services through various media outlets, including radio, television, and in-person engagements.
- Oversee human services operations and ensure effective management and distribution of resources.
- Build and maintain strong relationships with community leaders, stakeholders, and organizations to better understand constituent needs and drive collaborative solutions. Attend meetings, forums, and events to represent the Division and the City.
- Educate and inform the public about available resources and initiatives.
- Prepare and present detailed reports on departmental activities, program outcomes, and budgetary updates.
- Ensure compliance with applicable policies, regulations, and funding requirements
- Performs any other duties as assigned by the City Manager or designee or authorized Department designee.
Type Of Appointment/Work Hours
- Full-time/Regular in-person position.
- Standard workweek, which is forty (40) hours of work per week usually consisting of five (5) days of eight (8) hours per day or four (4) days of ten (10) hours per day. The workday may be varied for the efficient delivery of public service.
- Will be required to work other than the standard workweek on occasion, including evenings, weekends, and/or holidays.
- Will be required to work occasional overtime or shift assignments, if applicable.

Requirements
- Bachelor’s degree in Human Services, Social Work, Public Administration, Business Administration, Economics, or its equivalency is required.
- One (1) year of experience as a Human Services Manager or two (2) years of experience as a Human Services Administrator or its equivalent.
- Proficiency in budget management and data-driven decision-making.
- Proficiency in computer skills required. Including applicable communications, network and software systems and applicable software applications, (i.e., Microsoft Word, Excel, PowerPoint, and Adobe products)
- Comprehensive knowledge of human services programs and operations, ensuring effective leadership in addressing community needs.
- Proficiency in modern business management principles and service delivery practices for efficient program execution.
- Expertise in budgeting, fiscal management, procurement, and contract negotiation to ensure strategic resource allocation.
- Advanced skills in project management, strategic planning, and performance measurement to drive organizational success.
- Strong capabilities in qualitative and quantitative research, critical thinking, and data-driven decision-making.
- In-depth understanding of applicable federal, state, and local laws, codes, and regulations to ensure compliance and accountability.
- Mastery of effective oral presentation techniques to enhance communication and foster collaboration with stakeholders.
- Ability to rapidly acquire considerable knowledge of the laws, ordinances, and regulations effective in the City.
