Description
To provide highly complex staff assistance to the Director of Public Works; to plan, organize, and direct the activities of engineering operations, including construction project management, stormwater program management; and to perform various technical tasks relative to assigned areas of responsibility. Receives general direction from the Director of Public Works. Exercises direct supervision over assigned management, professional, and administrative support staff. May be assigned to assume the duties of the Director of Public Works in the absence of the Director.
Examples of Duties
- Assist the Director of Public Works in planning and establishing priorities and budgets.
- Oversee and participate in the selection and management of consultants and contracts.
- Participate in the selection of staff; provide or coordinate staff training; work with employees to correct deficiencies and implement discipline procedures as needed in a timely, effective manner.
- Develop and implement internal services supporting City-wide efforts and Public Works Administration; monitor workflow and review and evaluate work products, methods, and procedures.
- Administer contracts; investigate and determine best solution to contract problems; negotiate, recommend approval of change orders. Oversee project documentation. Oversee project metrics related to schedule, budget and earned value.
- Manages and maintains the Public Works CIP. Creates new projects as identified.
- Recommends and maintains City specifications for POD’s and CIP projects.
- Identifies, selects, prepares, and submits various State and Federal grant funding applications.
- Serves as City's Right-of-Way Manager overseeing the Public Works Permitting Administration processes involving work activities to be conducted in the Right-of-Way (ROW).
- Manages Department of Public Works Design and Review oversight and business functions regarding Plan of Development submissions and CIP projects. Ensures routing to appropriate Divisions within Public Works and coordination with other departments. Review and recommend approval of plans, specifications, cost estimates, and contract provisions.
- Build and maintain positive working relationships with co-workers, other City employees, and the public using principles of good customer service. Provide technical assistance to other departments, contractors, developers, and citizens.
- Ensure compliance of operations with applicable federal, state, and local environmental and safety regulations.
- Prepares City Council briefings as directed. Represent the Department and the Director of Public Works before the City Council, boards, and commissions at community meetings and inter-departmental working groups as assigned.
- Oversee and participate in public meetings and hearings as required for design and construction projects. Answer questions and provide information to the public; investigate complaints and recommend corrective action as necessary to resolve complaints.
- Oversees the preparation of Invitation for Bid (IFB) packages; cost estimates for annual contractor assignments and Capital Improvement Projects (CIP); determines scope, evaluates proposals, identifies source funding for official assignment letters issued to City contractors and consultants.
- Oversees the administration of VDOT Locally Administered Projects and programs, including Lane Mileage Reimbursement, Bridge Inspections, Pavement Management, Traffic Engineering, and Traffic Safety; administers and ensures the VDOT program guidelines, City minimum standard compliances, and deadlines are met.
- Serves as the Lead Pavement Evaluator to assess the priority of needs; develops annual target for the citywide resurfacing program. Manages the annual Pavement Management Capital funding program.

Typical Qualifications
Minimum Education and Experience:
- Bachelor’s degree in Civil Engineering, Construction Management, or a related field and extensive progressively responsible experience in civil engineering and public works services, construction management, project management, including considerable supervisory experience, or an equivalent combination of education and experience.
Licenses and/or Certifications:
- Must possess an Erosion and Sediment Control Administrator certificate, Stormwater Management Program Administrator certificate and successfully complete the Local Administered Projects Qualification Program through VDOT within 12 months of hire. Certified Construction Manager, licensure as an Engineer-In-Training or Professional Engineer desirable. May require additional certification in engineering-related specialties.
- Valid driver’s license in the Commonwealth of Virginia.
Knowledge:
- Thorough knowledge of civil engineering principles and best practices.
- Extensive knowledge of construction inspections, quality control methods and practices, and municipal public works administration.

Supplemental Information
Work Environment:
- Work is primarily performed indoors but requires standing, walking, and driving. Site visits will require the ability to walk rough terrain associated with construction operations. Work may be performed in adverse weather conditions.
