CLASS SUMMARY:
The Public Works Supervisor is responsible for directing and managing streets, park, or forestry division operations and supervising staff. Responsibilities include managing the operations, programs, policies, procedures, staffing and budgets of the divisions. 
Scope of Impact:
The duties and responsibilities of this job are performed with latitude for independent judgement in accordance with Department and City policies, Federal, State and Local regulations and are based on detailed knowledge of department operations. Work is subject to periodic review by the supervisor, who provides input on approval of recommendations and discusses assignments, priorities and work.  CLASSIFICATION ESSENTIAL DUTIES:
This job description is intended to represent only the key areas of responsibilities; specific position assignments will vary depending on the business needs of the department.
  • Supervises staff in the divisions to include: recruiting and hiring staff; prioritizing and assigning work; conducting performance evaluations; coordinating staff training; and implementing hiring, discipline, and termination procedures 
  • Manages operations and projects of the street and parks division; work may involve managing staff operations related to equipment maintenance and cleanliness; analyzing work processes; preparing work plans; outsourcing work to contractors or other agencies; managing inventory; assisting with planning divisional goals; monitoring activities for compliance with applicable laws, ordinances, codes, rules, regulations, policies, procedures, and standards; and performing other related duties 
  • Plans, implements, and evaluates maintenance programs and projects; updates policies and procedures related to departmental operations, processes, and programs; and monitors operations for compliance with applicable laws, ordinances, codes, rules, regulations, policies, procedures, and standards 
  • Inspects city infrastructure, including, but not limited to, streets, catch basins, sewers, traffic controls, parks, right of way, and buildings, to identify potential hazards to the public, and determine maintenance and service needs, including snow and/or refuse removal 
  • Prepares, reviews, maintains, and/or submits general, technical, and/or operational reports, records, and other documentation; work may involve researching, compiling, and analyzing data 
  • Coordinates with other internal departments and personnel, external agencies, and the public to address inquiries and emergencies, and communicate general, technical, or operational information 
  • Manages atypical requests, inquiries, or complaints from various internal departments and/or external agencies, including residents, contractors, and the public; work may involve investigating violations; conducting inspections; reviewing applications, permits, or other documentation; coordinating with other divisions; and/or ensuring or enforcing compliance with applicable laws, regulations, policies, procedures, and standards 
  • Monitors the assigned division funds and inventory, and makes budget recommendations; work may involve monitoring revenues, expenditures, and items related to assigned area of operation; verifying or resolving monetary discrepancies; and purchasing equipment and other material 
  • Prepares, reviews, maintains, issues, updates, and/or approves reports, memos, records, permits, proposals, timesheets, applications, and other documentation; work may involve researching, compiling, and analyzing information, and making recommendations for budgets, and process and operational improvements 
  • Performs other duties of a similar nature or level.

FUNCTIONAL SPECIFIC RESPONSIBILITIES MIGHT INCLUDE:
  • Positions in the Street, Refuse, and Fleet division may be responsible for
    1. Reviewing and approving permits that impact street operations
    2. Oversee snow removal operations
    3. Coordinate with the Engineering Division and contractors to facilitate road reconstruction projects and programs
    4. Oversees fleet maintenance of city-owned vehicles; maintains fuel and maintenance schedules.
MINIMUM EDUCATION AND EXPERIENCE:
Associates Degree and 5 years of progressively responsible experience; or an equivalent combination of education and experience.

LICENSING REQUIREMENTS:
Minnesota Driver's License

DESIRED QUALIFICATIONS: 
  • Experience with winter maintenance operations
  • Training in salt or brine operations 
  • Asset software, such as opengov
  • Fleet maintenance software
  • Fuel monitoring systems
  • Experience with refuse operations

  • Developing work plans;
  • Utilizing communication and interpersonal skills as applied to interaction with coworkers, supervisor, the general public, and others sufficient to exchange or convey information.

Salary : $95,139 - $111,800
