DESCRIPTION OF DUTIES / ESSENTIAL FUNCTIONS
Supervision, planning, and coordinating of teams performing concrete, asphalt, fencing, and landscaping restoration operations due to infrastructure maintenance repairs. Primary focus in landscape restoration including placement of block sod, topsoil, ground cover, landscape aggregates, plants, flowers, trees, bushes, etc. Maintains time and attendance via Kronos MYCOH timekeeping system. Ensures that employees have adequate work supplies and properly functioning equipment to perform assigned tasks. Analyzes and resolves staff, equipment, and operating problems. Follow and enforces city and departmental policies and procedures. Recommends changes to increase efficiency and implements approved changes. Responsible for training new employees on safe work practices, SOP'S, and has a strong knowledge of Infor Public Sector (IPS) work order system. Sets up and maintains employee attendance records. Prepares periodic employee HEAR Plans and performance evaluations. Reviews contents with the employees. Prepares periodic production reports as required and / or requested. Assists with daily operations tasks as needed. Drives City vehicles. Oversees preventive maintenance of assigned vehicles, equipment, and tools. Observes safety regulations and ensures that teams do the same
WORKING CONDITIONS
The position routinely requires lifting moderately heavy items (up to 40 pounds) and very long periods of walking on rough surfaces on a routine basis. There is routine exposure to construction debris, dust, traffic, and noise. Supervision of work operations in the public roadway. There is routine exposure to inclement weather conditions.
This is a Department of Houston Public Works Emergency Management position at the Tier I Level.
MINIMUM REQUIREMENTS
EDUCATIONAL REQUIREMENTS
Basic knowledge of grammar, spelling, punctuation and simple mathematical functions like percentages, ratios, etc. as might normally be acquired through attainment of a high school diploma or a GED.
EXPERIENCE REQUIREMENTS
Four (4) years of progressively responsible work experience in the maintenance field.
A Bachelor's degree in a related field may be substituted for the experience requirement.
LICENSE REQUIREMENTS
Valid Texas Driver's License and compliance with the City of Houston policy on driving (AP 2-2).
PREFERENCES
Preference will be given to applicants that have completed the F.A.S.T. Track Program. Also, with knowledge, ability and experience in the following : Concrete and asphalt paving, landscape and fencing, water / wastewater infrastructure experience, operating moderately complex equipment in utility easements, utilizing Microsoft applications (Word, Excel, Outlook), GIMS, KRONOS, & INFOR (IPS) or a work order system are preferred. Preference will also be given to applicants possessing a Collection III or Distribution B License or the ability to acquire license within twenty-four (24) months of Hire / Promotion.
