Job Summary
Performs engineering duties in the design, construction and operation of Public Works projects including, streets, drainage, water, wastewater and traffic. Provides technical assistance to the Public Works Department, citizens, contractors, and other internal departments regarding construction management and development. Evaluates, reviews and prepares plans and specifications. Performs a variety of technical tasks relative to assigned area of responsibility.
Essential Job Functions
- Manage public works components of City and private development construction contracts including:
- Schedule and conduct pre-construction conferences including ensuring required bonds, insurance, and permits are obtained.
- Manage and prepare construction contract documents including Notice to Proceed, quantities completed, change orders, pay requests, Notice of Acceptance.
- Track receipt of record drawings, archive in Laserfiche, and log hardcopy in archives.
- Manage construction related questions, and other issues as needed.
- Assist construction inspectors daily in the interpretation of plans and problem resolution during construction.
- Maintain awareness of progress on assigned projects to assure compliance with designated time and cost estimates.
- Review construction drawings and specifications for compliance with City standards and codes and provides written findings.
- Manage City of Hurst participation in the National Flood Insurance Program (NFIP) and file annual reports with FEMA representatives to maintain standing in the program.
- Manage City of Hurst Stormwater Management Plan (SWMP) to include coordination with other departments and developers to ensure compliance, and file annual reports with TCEQ.
- Perform hydrology and hydraulic analysis as required, and review reports prepared by others for compliance with City Code.
- Review plans to ensure design and construction project conformance with City of Hurst ISWM manual.
- Assist in floodplain management to ensure compliance with City of Hurst Code.
- With City support, obtain Certified Floodplain Manager certificate from Texas Floodplain Management Association within 2 years of employment.
- Prepare project specifications and cost estimates for public works projects.
- Assist City Engineer and Director with project management, participate in field visits, and perform development construction plan review.
- Perform field inspection to ensure construction plans and specifications are consistent with existing conditions.
- Evaluate and analyze alternative treatment processes and optimization as requested.
- Participate in Design Review Committee project reviews.
- Coordinate and consult with outside sources as appropriate during project development such as; ACOE, FEMA, US EPA, TxDOT, NCTCOG, TCEQ, and other municipalities.
- Maintain and support good record keeping of infrastructure, development, and project archives using GIS and other systems.
- Adhere to Hurst’s Code of Ideals and The Hurst Way. Foster positive employee relations and employee morale on a City-wide basis.
- Interact professionally and respectfully with the public, coworkers and others in the course of daily work.
- Perform related duties as directed when such duties are logical and appropriate.
- Regular and timely attendance to the office are required for this position.
Skills, Knowledge and Abilities
- Must have knowledge of principles and practices of civil engineering as applied to municipal public works, including planning and development, design and construction, and operation and maintenance.
- Must have knowledge of pertinent Federal, state, and local laws, codes, and regulations including civil engineering laws and regulations.
- Must have knowledge of standard construction contracts including principles involved in bidding and managing projects.
- Must have knowledge of urban planning principles and land development including; grading, drainage, street and utility design.
- Ability to read and understand engineering plans, legal and technical specifications, subdivision plats, technical materials, reports, journals and other engineering records.
- Knowledge of computer-aided drafting software, such as AUTO-CAD.
- Knowledge of Geographic Information System software, such as ArcGIS.
- Knowledge of current City software, e.g., Microsoft Word, Excel, and Oracle.
- Possess excellent customer service skills and can excel at applying the City of Hurst’s Code of Ideals in all interpersonal relations with city staff and the public.
- Ability to communicate effectively with internal and external customers.
- Ability to sit for extended periods of time to operate standard office equipment, including computer keyboard, telephone, calculator, copier, fax machine, and printer.
Minimum Education, Certification, and Experience Requirements
- Must have a Bachelor's degree in Civil Engineering from an accredited college or university.
- Must hold or be in process of obtaining Engineer-In-Training certificate from the State of Texas within the next 12 months.
- No work experience required; however, an Internship in a municipal engineering environment is preferred.
- Must have regular and punctual attendance, reliable transportation, and flexibility to work evenings and weekends as needed for meetings.
- Must pass a pre-employment background check, credit check and drug screen.
- Must have a valid Texas driver’s license with an acceptable driving record as defined by City policy.
