General Purpose
The Idaho Falls Regional Airport is currently looking for an Airport Operations Manager. Incumbents in this position ensure regulatory compliance with the Airport Certification Manual and general operation of a commercial service airport. This is a highly responsible position that must interpret local, state, and Federal regulations and policy documents and apply them in a practical manner to ensure the safe, secure, and efficient operation of the Idaho Falls Regional Airport. As a member of the airport management team, the individual in this position must be adaptable to team dynamics while ensuring that the daily operational mission of the airport is upheld. Thorough knowledge of modern airport operations, administration, management, and customer service is essential.

Essential Functions
Acts as a key team-member in the overall management of the Idaho Falls Regional Airport. Assists the Airport Director and Airport Assistant Director in reviewing leases, contracts, airport planning documents, construction safety phasing plans, request for proposals, bids, and specifications.
Maintains the Airport Certification Manual under 14 CFR Part 139.
Ensures compliance with the Airport Certification Manual to include training and maintaining all required records. Manages the annual certification inspection conducted by the Federal Aviation Administration.
Conducts inspections of pavement, safety areas, fueling areas, terminal areas, wildlife, field conditions, stormwater, protection of the public, and navigational facilities. Issues Notices to Air Missions, work orders, and other reports. Monitors and manages the resolution of the same, as appropriate, in conjunction with other internal and external individuals or entities.
May operate equipment in support of snow removal operations, to include plows, brooms, deice equipment, friction testing equipment, and others.
Under the limited direction of the Airport Director, conducts reviews of proposed land-use changes and development within the Airport Overlay Zone and Airport Height Limitations zones in accordance with Idaho Falls Municipal Code Title 11. Submits, reviews, and oversees the 14 CFR Part 77 process related to construction on- and off-airport through the Federal Aviation Administration Obstruction Evaluation and Airport Airspace Analysis Office.
Designated as an Alternate Airport Security Coordinator. Ensures functional and operational compliance with the Airport Security Program under 49 CFR Part 1542 during periods acting as the Airport Security Coordinator. May assist in airport badging, audits, and Transportation Security Administration inspections and reviews.
Responds to airport emergencies and irregular operations that may include the loss of human life and property; coordinates with intradepartmental personnel, external City of Idaho Falls personnel, mutual aid agencies, and other governmental agencies. Participates in and utilizes the protocols and procedures outlined within the National Incident Management System and Incident Command System. Coordinates and/or participates in after-action emergency debriefings with appropriate divisions, departments, organizations, agencies, and stakeholders.
Monitors industry changes that may impact airport operations; provide guidance and recommendations to ensure compliance with safety regulations as set forth by the Federal Aviation Administration (FAA). In conjunction with the Primary Airport Security Coordinator and local Law Enforcement, performs the same function with relation to airport security.
In conjunction with the Airport Safety and Security Manager, develops, implements, and maintains the Safety Management System (SMS) in compliance with FAA guidelines. Promotes safety and security programs at all airport levels.
Establishes and maintains collaborative and effective working relationships with coworkers, airport tenants, airport users, local, state, and federal agencies. Always provides exceptional customer service.
Ensures timely and effective communications are made to supervisors, coworkers, and subordinate personnel through verbal, written, or electronic means.
Performs tenant outreach to effectively communicate and coordinate general and/or pertinent information related to construction, special events, on-going operational matters, and inspections. Directly responsible for regular operational meetings among airlines, tenants, users, and staff of the airport. Conducts briefings and outreach related to construction and special events.
Establishes and maintains effective working relationships with local, state, and Federal entities and officials in carrying out the job duties contained herein.
Assists in the development and implementation of policies and procedures as directed or required by regulation; administer policies and procedures applicable to the division.
Manages systems, software, and contracts related to airport operations in conjunction with other airport and City of Idaho Falls staff.
Identifies issues and process improvements; performs research, develops strategies, operating plans, and/or recommends solutions that address problems.
Participates in human resources processes pertinent to the department and division including but not limited to safety and security incidents, reporting, hiring, discipline, and performance reviews.
In relation to this this job description, performs special projects independently, collaboratively, or through outside contractor(s).
Performs related duties as necessary and directed.
This position is considered Essential Personnel and is subject to recall for airport emergencies, special events, or as directed by the Airport Director and/or their designee.
Minimum Qualifications
- Education and Experience:
- Bachelor's degree in aviation management, airport management, aviation safety, business management or a related field;
AND
At least three (3) years’ work experience in Airport Operations with direct responsibility for carrying out the requirements of an Airport Certification Manual issued in accordance with 14 CFR Part 139 at a commercial service airport. Certified Member of the American Association of Airport Executives, or ability to attain within one-year.

An equivalent combination of education and experience.

Successful candidates will possess one, or more, of the following preferred certifications, trainings, and/or experience:
- Basic/Advanced Airport Safety and Operations Specialist School, Airport Security Coordinator certificate, Airport Certified Employee (any topic), and/or Federal Emergency Management Agency course of ICS.100/200/700/800.
- Demonstrated work experience across multiple seasons, to include airport winter snow operations, is highly desired.
- Previous management and supervisory experience is preferred.
- Knowledge, Skill, and Abilities:
Considerable knowledge of Federal, State and City rules, regulations and ordinances governing the operations of a certified commercial service airport under 14 CFR Part 139; airport planning and airspace use related to height and zoning as well as 14 CFR Part 77; occupational hazards and safety precautions that relate to airport operations; airport emergencies and Incident Command System; working knowledge of principles of supervision and employee management preferred.
Functional knowledge of airport security principles under 49 CFR Part 1542 and Part 1540, law enforcement principles as they apply to air travel; Federal Aviation Administration processes related to airspace, capital development, and operational safety on airfields during construction.
Skilled in the use of electronic media, Federal Aviation Administration systems (to include NOTAM Manager, Airport Data Information Portal, OE/AAA web portal, etc.), smartphones, Microsoft Office products, access control system computer software, radio communications and safe vehicle operation on airports.
Ability to manage, supervise and direct the duties of others effectively in both normal and emergency situations; exhibit logical thinking, initiative, and problem solving capabilities in coping with a variety of compliance and enforcement issues; direct others in carrying out standard law enforcement and safety practices and procedures common to commercial service airports; communicate effectively, verbally, and in writing; establish and maintain working relationship with employees, general public and other governmental agencies.
3.Special Qualifications:
Must possess valid State of Idaho driver's license. Ability to pass a criminal history records check and security threat assessment required by the Transportation Security Administration.
Must certify as a TSA Airport Security Coordinator (ASC). Varying shift work and on call rotation is required to include being subject to 24/7 on-call and recall for emergency situations. Must pass employment drug test.
Work Environment
Tasks require a variety of physical activities periodically involving muscular strain related to walking, standing, stooping, sitting and reaching. Essential functions require talking, hearing and seeing. Mental application utilizes memory for details, emotional stability, discriminate thinking and creative problem solving. Elements of the job pose various degrees of hazard and uncertainty common to Airport operations. Work environment consists equally of office work and outdoor work in all weather conditions that exist in an operation airport environment.
