General Purpose

The City of Idaho Falls is accepting applications for a Wastewater Collection System Foreman. This position performs a variety of first-line supervisory and journeyman-level skilled duties related to overseeing and coordinating the day-to-day operation, installation, maintenance, and repair of storm water and sanitary sewer collection systems.

Essential Functions

Acts as Responsible Charge Operator; assumes Collection system responsibility in absence of Wastewater Superintendent; serves as field supervisor, plans daily work projects and assigns work crews; allocates resources, including personnel, equipment and materials essential to the completion of priority projects; supervises the installation, maintenance, and repair of sewer lines, manholes, catch basins, storm sewers, and french drains.

Provides for routine inspection and cleaning of collection and drainage system; develops and recommends preventative maintenance programs; reviews work in progress and when completed, evaluates workmanship and quality; ensures all projects meet established standards and regulations, i.e., DEQ and EPA; may review construction drawings for projects within Idaho Falls and other systems maintained by Idaho Falls.

Reviews inspections of collection system; directs the operation of underground camera to identify potential problem areas or to locate exact location of breaks or leaks in pipelines; directs the examination of new lines to determine quality of completed extensions and connections.

Answers calls on excavation permits to verify location of city collection lines; responds to complaints or concerns related to sanitary or storm collection; coordinates remedies to identified problems and schedules repair or maintenance as required.

Operates, maintains and troubleshoots system lift stations; ensures proper operation of apparatus; participates on projects installing or rehabilitating storm and sanitary sewer lines.

Ensures the accuracy of various system documents, including GIS mapping, project files, etc.; prepares documents or drawings that accurately record and identify city collection system; coordinates updates to GIS mapping to reflect growth and system changes.

Attends pre-construction meetings; discusses construction projects with contractors; attends various public meetings as required; performs inspections of contracted projects as required.

Conducts periodical inventories of equipment and supplies; determines Division needs and requisitions accordingly; assists in budget preparation through recommendations for equipment, supply purchases and personnel needs.

Assists in the plowing and removal of snow from public rights-of-way as may be required.

Performs related duties as required.

Minimum Qualifications

1. Education and Experience :

  • A. Graduation from high school or equivalent; plus, four (4) years of specialized training related to environmental control, engineering or related science;
  • B. Six (6) years of experience performing the above or closely related duties; two (2) years of which must have included daily on-site charge;

C. An equivalent combination of education and experience.

2 .Knowledge, Skills, and Abilities :

Thorough knowledge of city collection system network, line and manhole locations; hazards and precautions associated with trench work and sewer line construction; basic hand and power tools required to install and maintain pipe line; traffic control and diversion; operation and maintenance of sewer cleaning and televising equipment; typical water and sewer line problems; working knowledge of city policies and procedures; laws, ordinances and regulations governing wastewater collection. Some knowledge of basic bacteriology and open channel hydraulics.

Knowledge of the operation of heavy mechanized equipment as may be required.

Ability to adapt to emergency or unusual situations; tolerate weather extremes in the work place; communicate effectively, verbally and in writing; perform strenuous manual labor; develop working relationships with supervisors, co-workers and the public. Ability to lift 70 lbs.

3. Special Qualifications :

Must possess a valid Class B Commercial Driver's License with Tanker Endorsement.

Must possess a Class IV Wastewater Collections Operator License.

Must work on a twenty-four (24) hour stand-by or on call.

Must complete 0.6 Continuing Education Units (CEU) in Wastewater annually.

Residency Requirement : Shall be expected, within six months of hire, to establish residence with a 45-minute notification to respond zone from the Wastewater Collection Administration Building.

Work Environment

Employees in this position normally work in an outdoor environment, subject to changing and seasonal weather extremes. Frequently, tasks require a variety of physical activities, generally involving muscular strain, related to walking, standing, stooping, sitting, reaching, and lifting; daily potential for hazardous exposure to electrical shock, industrial wastes and raw sewage (containing pathogens such as typhoid, paratyphoid, dysentery, polio, tetanus, etc.); daily exposure to moving parts and equipment such as pumps, motors, heavy equipment, etc.; Talking, hearing and seeing essential to performing required job functions. Common eye, hand, finger dexterity are required. Mental application utilizes memory for details, verbal instructions, emotional stability, discriminating thinking and creative problem solving.
