What are the responsibilities and job description for the Residential Plans Examiner position at City of Idaho Falls?
The City of Idaho Falls is accepting applications for an ICC Certified Residential Plans Examiner. The position performs a variety of full performance professional duties relating to evaluating construction plans for conformity to local codes, ordinances, policies and procedures.
Continues to assist with Permit Technician I and Permit Technician II duties as required. Examines residential building plans and other building code related documents for compliance with International Residential Building Code, and conformity to local codes and zoning ordinances; verify plans conform to city ordinances; verifies that structural design of buildings meets code requirements.
Uses various building code and industry software to review plans and compile list of needed plan corrections; verifies and reviews complex mathematical/engineering calculations to assure structural design of building meets code requirements.
Reviews construction documents for needed corrections of errors; discusses and explains ordinances and codes with builders; assumes authority and responsibility for plan corrections to conform to City ordinances and codes.
Provides builders and permit applicants with information, educational materials, or assistance in designing buildings to code requirements.
Performs regular administrative level software updates to building permit software for fee changes, data management, fee and inspection report generation, valuation updates and historical permit records.
Accesses city, county and state records for verification of property ownership, utility records, licensing status, parcel number identification, legal description verification, reading metes and bounds legal descriptions and aerial photo analysis.
Provides copies of plats, site plans, improvement drawings, construction drawings, aerial photos, etc. in electronic and conventional methods using large scanners, printers, copiers, etc. to the public, governments, and others as needed.
Informs contractors of all aspects of current city and state contractor licensing and registration requirements.
Performs related duties as assigned.
1. Education and Experience:
A. Graduation from a junior college with an associate degree in building technology, building inspection or a related field;
AND
B. Three (3) years of progressively experience as a plans examiner in training or a closely related position.
OR
C. An equivalent combination of education and experience.
2. Knowledge, Skills, and Abilities:
Thorough knowledge of building codes; knowledge of building, housing, and abatement of dangerous buildings; knowledge of building methods and techniques; knowledge of building materials, including quality and ability of same to meet code specifications; working knowledge of interpersonal communications.
Ability to read and interpret codes accurately and equitably; ability to understand plans and specifications and analyze construction blueprints; ability to analyze permanent structures in determining conformity to established codes; ability to understand and perform complex mathematical/engineering calculations used in structural analysis of building elements; ability to use and operate computers and reproduction equipment; ability to communicate effectively, verbally and in writing; ability to develop effective working relationships with contractors, applicants, supervisors, fellow employees and the public; ability to work in a position which requires continuous sitting or standing.
3. Special Qualifications:
Must become an ICC certified plans examiner within (6) six months of hire.
Must possess a valid Idaho driver’s license.
Tasks require a variety of physical activities not generally involving muscular strain. Physical demands may occur in activities related to walking, standing, stooping, sitting, reaching, etc. Talking, hearing and seeing required in the daily performance of job duties. Occasional exposure to environmental hazards resulting from on-site inspections. May be required to work in high precarious places and is occasionally exposed to wet and/or humid conditions. Mental application utilizes memory for details, emotional stability and discriminating thinking and creative problem solving. Periodic travel required in course of performing portions of job functions.Salary : $56,534 - $78,874
