Under the general direction of the Finance Director, the Finance Manager plays a critical leadership role in supporting the financial functions of the City of Independence. This position is responsible for maintaining a comprehensive working knowledge of the City's accounting systems, with a strong emphasis on proficiency in the Caselle Financial Information System. The Finance Manager ensures compliance with internal control procedures, interprets applicable rules and regulations, and verifies accounts and transactions to maintain an accurate audit trail. Responsibilities include supervising Utility Billing personnel, managing accounts receivable billing and collection, assisting with payroll, accounts payable, and utility billing, as well as conducting detailed financial research and reporting. The Finance Manager also supports the Finance Director in implementing and updating finance policies, coordinating the annual audit process, and participating in budget preparation. The ideal candidate will demonstrate strong analytical skills, effective supervisory abilities, and the capacity to manage multiple tasks with accuracy and timeliness in a dynamic municipal environment.
