The Building Inspector is responsible for performing field inspections of permitted building construction projects to ensure compliance with applicable State building codes and local ordinance. Compliance with building codes and local ordinances directly contributes to the safety and quality of life for the citizens and visitors of the City of Indianapolis. Position reports to the Supervisor – Bureau of Construction Services.

Agency Summary
The purpose and mission of the Department of Business & Neighborhood Services (DBNS) is to protect and improve the quality of life of persons and animals in the City of Indianapolis. DBNS is the City of Indianapolis and Marion County’s principal department responsible for business licenses, residential and commercial permits, and the enforcement of the Revised Code of Ordinances of the Consolidated City and County. The department also oversees operations at the city’s animal shelter, Indianapolis Animal Care Services.

  • Conducts field inspections of construction activity for residential, multi-family, commercial, industrial, and high-rise construction to determine compliance with appropriate codes, ordinances, and regulations.
 
  • Monitors construction sites for posting of requisite permits and enforces non-compliance. Typical inspection types are footings and foundations, framing, and final inspection including all phases of electrical, plumbing, and heating/cooling activities and posting of requisite permits.
 
  • In accordance with Sec. 536-121 Administration of building code, enforces the provisions of Chapter 536 by issuing appropriate violation notices indicating code deficiencies, orders to stop work, and prepares orders forbidding occupancy of a structure or portion of a structure.
 
  • Appears and testifies in court as a professional and expert witness as requested.
 
  • Maintains daily activity logs.
 
  • Enters detailed inspection results on a field computer into an established database management system.
 
  • Investigates complaints.
 
  • Meets with contractors to discuss and/or alleviate violations.
 Minimum Job Requirements and Qualifications
  • High School Diploma or Equivalent and minimum of two (2) years related work experience in construction industry required. Ability to obtain the Residential Building Inspector Certification through the International Code Council (ICC) within 85 days of hire.
  • Incumbent must certify in the appropriate, approved disciplines as prescribed by the Director of the Department of Business and Neighborhood Services in order to maintain employment.
  • Ability to interpret construction drawings and specifications; possess knowledge of applicable building codes and city ordinance Chapters 536 and 875; and an ability to create accurate and concise written reports.
  • Ability to effectively communicate both verbally and in writing to both internal and external customers.
  • Ability to be on-call and available twenty-four (24) hours a day and seven (7) days a week on a weekly, rotational basis to perform after-hour investigations and/or inspection requests. 
  • Ability to be available to perform Rapid Damage Assessments (RDA) during severe weather events and other emergency situations in which there is widespread structural damage to buildings. RDA’s may be required after hours and on weekends.
  • Basic knowledge of computers and proficiency with Microsoft Windows and Office is required. This position requires the use of a computer, smartphone, Microsoft Outlook and Word, as well as general internet use.
  • Must have and retain a valid Indiana Driver’s license and have the ability to operate a City vehicle.
 
Preferred Job Requirements and Qualifications
  • Trade school certificate/apprenticeship and one (1) year of related work experience in the construction industry, or a college degree in construction management, construction technology, engineering, architecture or a related field.
  • Prior knowledge of building codes and local ordinances
