What are the responsibilities and job description for the Business Data Analyst - OMWBD position at City of Indianapolis and Marion County?
The incumbent in this position is responsible for reporting and utilization tracking of contracts, projects, and workforce initiatives. Position is also responsible for monitoring project agreements and conducting investigations to facilitate the process of providing the maximum opportunity for Minority/Women/Veteran/Disability-Owned Business Enterprise (XBE) to participate effectively in the bidding process for contracted services. Incumbent in this position must attend outreach programs, events, and meetings. Incumbent will also attend job sites of construction contracts to ensure XBE’s are represented according to the fulfillment of contract duties. Position reports to the Sr Manager.

- Monitors and evaluates all budgetary expenditures and project spend initiated by the city, county, and municipal agencies to ensure that Minority/Women/Veteran/Disabled Business Enterprise utilization for city, county, and municipal agencies as well as on projects is regularly reported
- Serves as a designated contact for city and county divisions and municipal government agencies regarding XBE participation, reporting requirements, vendor verification, and other applicable procedures
- Monitors and offers guidance to city, county, and municipal agencies with established XBE regulations and guidelines, including identifying barriers to full utilization of such qualifying firms
- Communicates bid opportunities with the OMWBD network and certified vendors through daily or weekly emails with details of bidding opportunities
- Performs onsite inspections of construction companies to verify work force utilization and ensure ordinance and XBE subcontractors’ compliance
- Monitors and reports contract compliance and certification reviews
- Responsible for the limited certification of XBE in accordance with established regulations
- Develops standard letters of notifications to businesses
- Works with the OMWBD certification team to develop more effective and efficient certification review processes
- Consults with prime contractors and subcontractors to explain program, clarify issues, resolve problems, and provide technical assistance as needed or gain contract compliance
- Investigates alleged violations of the program based on data analysis
- Develops systematic, concise, and detailed reports outlining findings and recommendations
- Explains or interprets ordinance requirements and related issues at pre-bid, bid opening, bid evaluations, pre-award, pre-construction, and various other construction planning meetings
- Creates efficient methods of communication between XBE businesses and prime contractors
- Evaluates participation plans submitted by contractors for city, county, and municipal agencies
- Examines business records such as purchase orders, requisitions, contracts, liability, bonding, and other insurance documents, various licenses and permits, ownership records and other related legal documents to establish and verify correct ownership and management of the control of company
- Answer calls to the office and provide guidance and clarification on bids and contracts
- Manage and organize the OMWBD resource email account to ensure only active and certified vendors are listed
- Aids in the creation of press releases as it relates to the work of the OMWBD agency
- Collaborate with communication coordinator to form the monthly DEI Lens newsletter for the agency website
- Consults the planning of the programming for the DEI Lens to ensure topics are relevant and up-to-date for what’s needed now based on historical and business data
- Collaborate with the communication coordinator in the design of graphic needs for the office when highlighting the weekly vendor for social media accounts
- Must maintain confidentiality at all times

Bachelor’s degree in Accounting, Logistics, Supply Chain Management, Communication, Computer Science, Marketing, or a related field with four (4) years of related experience required. Ability to handle several tasks under pressure. Ability to develop, manage and maintain internal and external relationships with XBE’s and prime contractors. Ability to effectively present information to senior leadership, and team-members. Ability to respond to inquiries from city, county, external personnel, regulatory agencies, or members of the business community. Ability to define problems, collect data, establish facts, and draw valid conclusions. Must be able to communicate effectively in digital, oral, and written formats. Firm understanding of media and communications, as well as good time management abilities with strong attention to details. Must have and maintain a valid driver’s license.
Preferred Job Requirements and Qualifications
