What are the responsibilities and job description for the Inspector- Right-of-Way position at City of Indianapolis and Marion County?
Position is responsible for conducting field inspections and initiating administrative enforcement actions to ensure compliance with applicable Federal, State and Local Codes and Ordinances pertaining to construction within the public Right-of-Way. Employee must be able to read and interpret construction codes, City of Indianapolis - Marion County ordinances, and other related regulations. In addition, the employee must be able to respond to complaints, document investigation activities and initiate enforcement actions including legal case preparation. Contacts may occasionally be adversarial in nature and the employee must use skill and judgment to resolve both technical and interpersonal problems related to code compliance.

High School Diploma or equivalent and preferably two (2) years of related work experience in construction industry or related areas. A working knowledge of construction technology and terminology, or equivalent educational experience, is preferable but not required. Ability to obtain and hold Special Police Authority issued by the Indianapolis Metropolitan Police Department (IMPD) within 60 days of hire. Within two (2) years the ability to obtain and hold: Introduction to Construction Inspection Certification, Work Zone Traffic Control Certification, and Inspection of Work Zone Traffic Control Certification. Within four (4) years of employment the ability to obtain and hold: American Concrete Field Testing Technician I Certification and Signs and Marking Level I Certification. Working knowledge of a personal computer, copy and facsimile machines, in addition to principles, methods and equipment used in construction trades. A working knowledge of Traffic Control Techniques and the ability to interpret the requirements of the Indiana manual of Uniform Traffic Control Devices and related ordinances. Knowledge of equipment, materials and methods along with the ability to apply Federal, State and Local guidelines. Ability to direct, coordinate and review the work within the public right-of-way. Must be able to solve practical problems with tact, diplomacy, and deal with a variety of people in a variety of situations. Ability to read and interpret construction drawings and specifications. Ability to effectively communicate both verbally and in writing to both internal and external customers.
On a weekly rotational basis, inspectors are required to be on call and available 24 hours a day and seven days a week to respond to after hour investigation and/or inspection requests. During weather events and other emergency situations, inspectors are required to be available to conduct Emergency Damage Assessments. Must have and retain a valid Indiana Driver's license and have the ability to operate a City vehicle is required. Familiarity with City and County streets and ability to read city maps. Must pass a pre-employment physical. Must be a Marion County resident within six (6) months from date of hire. Employee in this position receives direction from the Supervisor in the Bureau of Construction Services – Department of Code Enforcement. Employee must be able to lift/move up to 25 lbs. Incumbent must certify in the appropriate, approved disciplines as prescribed by the Director of the Department of Code Enforcement to maintain employment.Salary : $48,152
