- Ensures that all properties within the Supervisor's assigned area are inspected and in compliance with the Revised Code of the Consolidated City-Marion County and the International Property Maintenance Code.
- Manages, coordinates and assigns all aspects of the field inspector's daily workload including field data collection, organization, and survey of workload quality and quantity.
- Reviews and approves Inspector's daily field reports, daily itineraries, violation notices, and other documentation.
- Manage subordinates requests for leave; (i.e. benefit, sick, short-term) and handle workplace injury reports.
- Reviews all legal case files being sent to the Office of the City Prosecutor or Administrative Law Judge for non-compliance.
- Prepares, coordinates and conducts training of new Property Inspectors and perform on-going training for existing field inspection staff.
- Trains field inspection staff to identify violations of the Revised Code of the City of Indianapolis-Marion County ordinances, International Property Maintenance Code, Environmental Public Nuisance ordinance and other similar regulations.
- Speaks and/or meets with property and business owners, local community groups, architects, developers, engineers, contractors, etc. to inform them about code interpretations of zoning ordinances, International Property Maintenance Code, and environmental public nuisances.
- Serves as liaison between other City Departments and County Agencies when there is a conflict with code enforcement.
- Assists with and attend neighborhood/community organization meetings as requested.
- Coordinates, prepares and provides responses pertaining to unit inspections, violations, and enforcement action for the public, external and internal customers.
- Helps coordinate and distribute supplies to new Property Inspectors.
- Performs monthly Employee Vehicle inspections and coordinate with the Bureau of Logistics to ensure fleet is being properly maintained.
- Attends and successfully complete any required training courses.
- Testifies and presents evidence in Environmental Court and at Administrative hearings.
- Answers general telephone calls and respond to e-mail inquiries.
- Acts as the Manager of the Property Safety & Maintenance section in the absence of the Manager.
- Familiarity with City/County streets and the ability to read location plans and city maps.
- Supports and collaborates with the Bureau of License and Permit Services, Nuisance Abatement, the Office of the City Prosecutor, other City Departments and County Agencies relative to the organization, coordination, requisite training and supervision of field staff for business license and multi-agency sweeps.
- Assists in the preparation and provide relevant inspection/violation documentation for business license and nuisance property legal case files.
- Develops and provides training on typical field inspector job functions regarding business license, sign, and environmental public nuisance regulations and inspection and enforcement processes.
- Helps manage and further develop the Department's High Weeds and Grass program, including assisting with analyzing performance measurements and effectiveness of existing regulations.
- Reviews abated properties and evaluates special circumstances to ensure compliance and uniformity.
- Manages and directs seasonal high weeds and grass employees.
- Creates and updates records on the high weeds and grass nuisance abatement program.
- In partnership with the Bureau of Administrative and Finance, evaluates vendor performance.
- Helps manage and develop programs to accurately geo code signage throughout Marion County.
- Helps develop and oversee processes to address corporate sponsored sign proliferation matters and measure effectiveness of existing regulations.
- Reviews, examines special circumstances, and approves sign permit applications for quality, compliance and uniformity.
- Supervises all illegal sign removal programs for Marion County, including coordinating sign sweeps and reporting the number of illegal signs abated.
- Serves as a member of any internal and/or external planning and review committees aimed at developing and refining effective business license, signage, high weeds and grass regulations, enforcement, and adjudication processes.
- Coordinates and oversees projects, plan meetings with City Staff and other organizations involved in the preparation of code enforcement to include, providing public and staff technical training sessions pertaining to business license, sign and environmental public nuisance ordinances in the City of Indianapolis – Marion County.

Incumbent must certify in the appropriate, approved disciplines as prescribed by the Director of Code Enforcement to maintain employment.Incumbent of this classification must exercise independent judgment in the performance of their duties and receives minimal supervision from the Manager of the Property Safety & Maintenance section. Independent judgment must be exercised in the supervision of Inspectors and the enforcement of City ordinances, regulations, policies, procedures and actions. Independent judgment will be exercised in determining Inspector and seasonal staff workload assignments and evaluating performance; evaluating inspection, enforcement and abatement situations and actions (violations and citations); interpreting applicable codes and planning methods to gain voluntary compliance; evaluating complaints and recommending proper courses of action for resolutions; and handling public inquiries. Errors in judgment could cause significant financial hardships for property owners, businesses and tenants as well as extreme embarrassment and/or liability for the City of Indianapolis.
