Position Summary

The purpose and mission of the Office of Public Health and Safety works to address root causes of crime and reduce violence in Indianapolis neighborhoods. The office convenes public safety and public health agencies along with community partners to execute focused policy efforts in the areas of food security, offender re- entry, and homelessness. The office acts as the coordinating agency for Mayor Joe Hogsett’s violent crime reduction strategies and comprehensive criminal justice reform efforts. The agency is able to do this by cultivating a productive, collaborative, and compliant work environment in order for our workforce to meet the needs of the constituents of Indianapolis and Marion County.

This position is responsible for providing direct clinical oversight to therapeutic providers in the Clinician Lead Community Response (CLCR) initiative of the Office of Public Health and Safety. This position will provide administrative support and oversite to the program to ensure that it is running as appropriate and intended. This position will report to the Deputy Director of Behavioral Health under OPHS and will work with the Deputy Director to coordinate efforts as needed. Position will oversee a starting number of clinicians of up to 12, which will grow in time with the program as needed. Position Responsibilities

  • Provide clinical supervision and oversight for the Clinician Lead Community Response (CLCR) initiative.
  • Provide assistance with planning, interpretation, and scheduling for the Clinician Lead Community Response (CLCR) initiative.
  • Assists in ensuring all behavioral health activity is performed on schedule, within budgetary limits, and in accordance with current statutes, ordinances, specifications and contract requirements.
  • Maintain knowledge of local services and resources available to provide to clinicians as needed.
  • Ensure appropriate documentation is being maintained by the Clinician Lead Community Response (CLCR) team in relative computer systems/EHR to ensure communication and continuity of care with primary care, psychiatric, and medical providers
  • Attend all scheduled meetings that are necessary for the function of the CLR.
  • Coordinate with counterpart at OPHS and all program managers on policies, meetings, data collection as needed.
  • Maintain confidentiality of records and information in accordance with HIPPA privacy guidelines and regulations

Qualifications

Master’s degree in Human Service field with full clinical behavioral health License Required (LMHC, LMFT, LCSW, LCAC) with 3 years of clinical supervision experience required. Must have proficiency in all aspects of behavioral health services and delivery, including understanding of working with acute mental health populations and individuals having persistent severe mental illness and substance use disorder. Must demonstrate an understanding of working with violent/ disruptive client behavior, and clients in acute emotional distress and/or suffering from serious mental illness or addiction and the ability to identify when immediate detention/emergency detention processes and requirements are needed. Cultural competency, experience in proving compassionate crisis intervention to all populations and knowledge of mental and behavioral health modalities which can be used in the field are required. Must work well independently and within a team setting and possess strong interpersonal skills/ability to communicate clearly and concisely in verbal and written communication. Knowledge of Indiana mental health statutes and laws and proficiency with general office equipment, computer use, and Microsoft Office products are required. This position requires flexibility to deal with multiple demands. Must be trained in CPR, CPI and basic first aid.
