The Buyer performs a variety of assignments including purchasing equipment, materials, supplies, and services; reviewing bid, RFP and RFQ documents; reviewing and monitoring contracts; and supporting the Purchasing Card program. Your Impact

  • Provide professional and technical assistance in the administration and implementation of the City's procurement and contracts-related activities.
  • Facilitate the competitive bidding process, including bid / RFP document review and posting, bid opening, review and summarization.
  • Develop, analyze and help draft citywide contracts for assigned departments.
  • Receive, examine, and process departmental requests for goods and services, assuring that all applicable laws, regulations, policies, and procedures are followed.
  • Purchase supplies, materials, equipment, and services after verifying purchase requisitions are complete, and all applicable accompanying documentation has been submitted, such as proof of successful solicitation process, executed contract, proof of contract compliance e.g. insurance compliance, etc. Issue purchase orders electronically.
  • Utilize City's computerized purchasing / financial system (purchasing and inventory modules), various procurement web-based software applications, as well as the Microsoft suite, including Word, Excel, Outlook, and PowerPoint.
  • Evaluate and select appropriate stock inventory suppliers. Negotiate with suppliers regarding price changes, trade discounts, and deliveries. Work with suppliers and City staff to help resolve discrepancies.
  • Acquire and maintain an in-depth knowledge and understanding of procurement-related laws, regulations, policies, and procedures, and apply appropriately to work assignments.
  • Conduct periodic audits of the City P-Card program.
  • Participate on cross-functional process improvement teams.
  • Provide technical and procedural training to department representatives.
  • May provide purchasing support to the Emergency Management Team when the Emergency Operations Center is activated.

Best Fit

  • Experience in government procurement.
  • Experience in the development and administration of public contracts.
  • Proven track record of outstanding customer service, situational awareness, communication, and relationship-building skills.
  • Strong organizational, interpersonal, and written communication skills.
  • Possession of a professional Purchasing credential such as a CPSM (Certified Professional in Supply Management) or CPPB (Certified Professional Public Buyer), or certification in supply chain management, desirable.
  • Minimum Qualifications

  • Associate's degree in Business Administration, Accounting, or related field.
  • Three years of experience purchasing a variety of non-manufacturing services, materials, and supplies, or any combination of education and experience that provides equivalent knowledge, skills, and abilities.

    The Process
