Duties include performing property and / or easement acquisition; leasing, disposal, abandonment and / or exchange of property; responding to questions from the public; document preparation and small plan review needed for development meetings. Duties also include negotiating agreements with owners for the acquisition of property and property rights, obtaining owner’s signatures, closing transactions, and recording documents; working with title companies, appraisers, attorneys, engineers, sign and fence contractors, utility companies, as well as with property owners and tenants, other cities, and state and federal agencies; preparing or assisting in preparing council action packets, including council reports, memos, exhibits, and resolutions for abandonments, property purchases, and for authorization for the mayor and city manager to execute leases, license, deeds, and easements. A specialist performs entry-level technical work in property management and / or property acquisitions including research to determine ownership, value, and impact of proposed easement / deed files, county tax rolls, subdivision plat maps, construction plans, title reports, filing and appraisal reports and will coordinate with the other city departments or divisions and with entities outside the city such as the county, other municipalities, utility companies, and contracted appraisers. Property management involves assisting with demolition of properties as needed, environmental assessments, selling city property, and preparation and maintenance of lease and license agreements. Acquisition work involves conducting negotiations and securing agreements, easements, or deeds from property owners for and to be used by the city. A Bachelor’s degree, or equivalent relevant experience can be used in lieu of degree, with a focus in business administration, real estate, finance or a related field. Two years of property acquisition, real estate and / or appraisal experience are required. Bilingual skills beneficial. Property acquisition, real estate and / or easement acquisition experience, familiarity with encroachment agreements, fire line devices, water and wastewater easements and the ability to read and interpret construction plans and possession a notary license preferred. Must have or obtain a valid Class C Texas driver’s and real estate licenses within twelve months of hire.
PAY GRADE GG20 / FULL PAY RANGE $5,033 – $7,091 PER MONTH
