Job Summary
The Finance Director position is to provide strategic financial leadership and management for the City, implementing financial policies and practices along with factual reasoning. The Finance Director is responsible for safeguarding public funds, optimizing financial resources, and maintaining the financial integrity of the City. This role involves performing a wide range of complex supervisory, professional, administrative, and technical accounting and financial functions in maintaining the City’s fiscal records and financial systems.

- Supervises the day-to-day activities of three Finance Department staff: Assistant Finance Director, Utility Billing Clerk/Accounting Clerk, and the Receptionist/ Utility Billing Clerk.
- Prepares required reports as mandated by Federal, State and County agencies.
- Coordinates and prepares for the annual audit, including preparation of the year-end closing and adjusting entries.
- Participates in the hiring process and recommends selected candidates; trains and works with employees as needed; evaluates performance; addresses complaints and resolves problems of employees and provides documentation of same.
- Responsible for cash management and investment of City funds.
- Responsible for the preparation and presentation of the City’s annual budget, including assisting other departments in preparing departmental budgets as necessary.
- Prepares for publications as related to mandated finance publications.
- Responsible for all payroll functions including all reporting and withholding requirements.
- Monitors the internal control and accounting systems and recommends changes to the City Administrator to ensure the accuracy and security of all accounting records and City Funds.
- Oversees the generation and reconciling of tax reports.
- Oversee fund accounting, accounts receivable and payable, banking and investments, debt issuance, and risk management.
- Work closely with the City Administrator and Department Heads to ensure accuracy, compliance, and transparency within the finance department.
- Develops, manages, and maintains Capital Improvement Plan (CIP) and presents to City Council.
- Reconciles City’s special assessment records with Isanti County reports. Oversees reconciliation and verify tax settlement payments received.
- Reviews and recommends changes to maintain compliance with reporting requirements regulated by the IRS and State of Minnesota.
- Evaluates, maintains, and monitors stable financial and accounting process within the Department.
- Monitors the Department computer system to ensure the accuracy of the City’s financial records as well as maintaining system security. Monitors system performance and coordinates system changes with City’s contracted programmer.
- Bond issuance, payment, and maintenance activities. Works with Financial Advisor on all bond issues, refunding and bond rating activities.
- Prepares quarterly Budget Reports for the City Council.
- Maintenance of letters of credit and escrow accounts, performs quarterly billings of escrow accounts.
- Processes TIF and Abatement payments and administers the necessary annual reporting.
MINIMUM QUALIFICATIONS:
- Bachelor’s degree in Accounting, Finance, or related field.
- Three (3) years of progressively responsible financial experience, particularly managing budgets.
- Two (2) years management experience.
- Proficiency with Microsoft Excel.
- Knowledge of TIF, MIF, Escrow and Assessment program management.
- Municipal or Public Sector Experience.
- Valid driver’s license.
PREFERRED QUALIFICATIONS:
- Master’s degree in Accounting, Finance or related field.
- Certified Public Accountant (CPA) designation.
- Fraud prevention certification.
- Experience with Caselle Connect.
- Experience in doing audit work for non-profit/government/ public sector.
