SUMMARY
Provide professional assessments and case management services for misdemeanant offenders, for the cities of Issaquah, Snoqualmie, North Bend and Duvall. Assures compliance with the orders of the court, preserves public safety, reduces recidivism and serves as the liaison between the court and probationers.
DISTINGUISHING CHARACTERISTICS
Work is characterized by a high degree of specialized and confidential responsibilities. It requires the ability to work with very little supervision and to make independent decisions. May consult with others for difficult or complex cases. Work is performed in accordance with professional standards, City ordinances and State regulations.
SUPERVISION RECEIVED AND EXERCISED
- Reports to the Court Administrator and the Municipal Court Judge under the Judicial Branch of Government.

- Monitor probationers’ compliance with sentencing conditions using monthly contact per standardized risk classification system, monthly contact with treatment providers, random alcohol and drug testing, and by requiring probationers to file documentation of compliance such as self-help meeting slips, copies of medical prescriptions, or proof of community service hours.
- Performs drug/alcohol testing, to include breath testing and mouth swabs to monitor compliance with conditions of the court regarding abstinence from alcohol and/or drugs. Read and analyze test results once received.
- Determines offender eligibility for relocation under the Interstate Commission for Adult Offender Supervision; complies information required for the ICAOS process; ensures offender compliance in the process.
- Works closely with treatment agencies and other community resources to identify additional resources, provide referrals and monitor programs and client’s compliance with treatment plan. Monitors treatment agencies to ensure they are following protocols and providing information to the court as needed. Investigates and reports problems to the appropriate agencies.
- Conducts Pre-Sentence and Post-Sentence investigations as ordered by the court; reviewing criminal history and supervision history, contacting family members, witnesses, employers, school officials, law enforcement agencies, and other appropriate parties for information; compiles and analyzes information, submitting detailed recommendations for sentencing of the offender.
- Prepares and presents progress and/or non-compliance reports to the court as well as sentencing recommendations during and at the end of case supervision for each offender; recommends whether the individual should continue on probation, suggests alternate sentencing conditions or if the offender must return to court. Provides testimony in court as required.
- Reports contact order violations and other issues impacting the case management of the offender and the safety of the victim.
- Assists probationers concerning problems that affect individual probation plans.
- Meets with probationers in custody as ordered by the court.
- Participates in court hearings; provides oral and written recommendations.
- Assists and collaborates with therapeutic court operations.
- Researches, analyzes, and prepares correspondence, reports, papers, spreadsheets, statistical summaries, and other material requiring judgment as to content, accuracy, and completeness.
Represents the probation office in the community, serving on various task forces and other committees as appropriate. - Performs other related duties as assigned.
EDUCATION, EXPERIENCE AND OTHER REQUIREMENTS
- Bachelor’s degree in Sociology, Psychology, Criminal Justice or any other closely related field.
- Three (3) years of interviewing and social/psychological diagnostic experience preferably in the criminal justice system.
- Or any combination of education and experience that would likely provide the required knowledge, skills and abilities.
LICENSES AND OTHER CERTIFICATIONS
- Access Level 2 certification.
- Must have successfully completed the Misdemeanant Probation Counselor’s Academy as required by WAC 139-10-210.
- Portable Breathalyzer Test (PBT) certification.
- Valid Washington State Driver’s license acceptable to the City’s driving standards.
- Must successfully pass background checks.
- Must join the Misdemeanant Probation Association (MPA) within 45 days of employment (Employer Provided).

WORK ENVIRONMENT
Work is generally performed in an indoor courtroom and office environment although may occasionally require visits to an adult correctional facility. While performing the duties of this job, the employee may be exposed to individuals who are irate, disgruntled and/or hostile. Frequent contact with bodily fluids to administer alcohol/drug tests. Sitting is required for extended periods of time. May occasionally lift or move items weighing up to 25 pounds.
