JOB SUMMARY
This position performs complex professional and supervisory work in planning, organizing, and directing the analysis, design, development, implementation, management, and maintenance of the City's information systems; does related work as required. Work is performed under the general supervision of the Chief Information Officer. Supervision is exercised over department personnel.
PHYSICAL DEMANDS
The work is light work requiring the exertion of 20 pounds of force occasionally, up to 10 pounds of force frequently, and a negligible amount of force constantly to move objects. Additionally, the following physical abilities are required:
Repetitive Motion: Substantial movements (motions) of the wrist, hands, and/or fingers.
Manual Dexterity: Picking, pinching, or otherwise working, primarily with fingers rather than with the whole hand as in handling.
Vocal Communication: Required for expressing or exchanging ideas by means of the spoken word.
Hearing: Required to perceive information at normal spoken word levels.
Visual Acuity: Required for preparing and analyzing written or computer data, visual inspection involving small defects and/or small parts, use of measuring devices, operation of motor vehicles or equipment, determining the accuracy and thoroughness of work, and observing general surroundings and activities.
WORK ENVIRONMENT
The worker is typically not subject to adverse environmental conditions.
Plans, directs, and participates in technology services program development and analysis of computer operations.
Provides technical hardware support.
Prepares and maintains systems records and files.
Supervises the activities of the City’s server and storage infrastructure, network administration, desktop operations, and information security program staff.
Performs hardware problem analysis for personal computers and peripheral equipment, IBM iSeries midrange computer, network servers, and hyper-converged infrastructure.
Coordinates personal computer/midrange computer connections and communications.
Develops procedures and methods for assisting information systems users.
Implements and maintains effective technology security to ensure continuity of operations and the safety and integrity of stored data.
Provides cost forecasts of data processing activities, assists in the preparation of the technology budget, and monitors expenditures.
Evaluates and recommends acquisition of new computer hardware for users.
Maintains, upgrades, and monitors the City’s networks to ensure continuity of operations and a high level of performance.
Supervises and monitors the installation of new information systems technology.
Oversees the IT help desk software, ensuring commitments to SLAs.
Direct all hardware-related purchasing.
Must pass the Criminal Justice Information System background check, annual security certification, and be willing to be the City's Local Agency Security Officer (LASO).
Performs System Administrator duties as needed.
Performs related tasks as required.

Education and Experience:
A Bachelor’s Degree in computer science, information systems, or related field, and seven years of experience in information systems management with at least three as a systems administrator in a Microsoft environment, and three in a supervisory capacity.
Special Qualifications:
A driver’s license valid in the State of Florida. Must obtain City-approved industry certification within one year of employment.
Knowledge, Skills and Abilities:
Extensive knowledge and experience in Microsoft network operations systems, Nutanix Hyperconverged Infrastructure.
Storage Area Networks (SAN) and topology, and web administration.
Thorough knowledge of all phases of systems analysis and computer operations in an online, networked, and batch processing environment.
Knowledge of maintaining and supporting an internet presence.
Knowledge of GIS and CAD and their application in a local government environment.
Knowledge of mobile hardware and software devices and their associated communications technology.
Knowledge of the functions of and operation of City departments.
Ability to learn the IBM iSeries architecture.
Ability to establish and maintain effective working relationships with City officials, executive management, and end users.
Ability to write clear and concise reports.
Ability to plan and supervise the work of professional and technical personnel.
Ability to communicate effectively orally and in writing.
