Starting Rate: $17.29 – $27.67 DOE

Education and Experience – An equivalent combination of education, training, and experience will be considered.

  • Education: Associate’s degree in business, Accounting, Finance, or a related field. The city will accept additional relevant experience in place of an associate’s degree. (Preferred)
  • Experience: Minimum of 2 years of previous experience in accounting, finance, or a related field.
  • Certifications: Professional certification from a recognized Purchasing Association (Preferred).
  • Licensing: Must possess a valid Texas Driver’s License with a clear driving record.
  • Residency: None
  • Worksite: City Hall

Summary

The Accountant I position primarily supports the Finance Department while also assisting the Municipal Court and Utility Billing functions. This role encompasses financial and clerical duties, including accounts payable, purchasing activities, customer service, and court support. The ideal candidate will possess strong analytical, organizational, and customer service skills to ensure efficient financial operations and high-quality public service.

Essential Job Functions

Accounting & Finance Responsibilities (Primary Role)

  • Process accounts payable, purchase orders, and other financial transactions.
  • Assist in preparing and reviewing formal and informal bids, RFPs, and RFQs for City departments.
  • Maintain accurate financial records, purchase requisitions, and procurement documentation.
  • Assist in preparing agenda items for City Council meetings and assembling required documentation.
  • Train City employees in purchasing policies and financial software.
  • Reconcile financial records, including P-Card transactions and 1099 federal reporting.
  • Ensure compliance with State Purchasing Law and City financial policies.

Municipal Court Responsibilities (Support Role)

  • Assist in processing and maintaining court case records.
  • Collect and process court payments; issue receipts and maintain accurate financial records.
  • Schedule cases, set up court dockets, and notify defendants and jurors of court appearances.
  • Assist in preparing warrants, subpoenas, and non-compliance notices.
  • Provide courteous customer service and explain court procedures and payment options to defendants.

Customer Service & Utility Billing Responsibilities (Support Role)

  • Greet and assist customers in person and via telephone regarding utility billing and court matters.
  • Respond to and resolve billing inquiries, delinquencies, and disputes.
  • Accept and process utility service applications, payments, and work orders.
  • Prepare and maintain accurate billing and payment records.
  • Assist in processing daily deposits and reconciling transactions.

Ancillary Job Functions

  • Respond to public inquiries and provide information regarding financial procedures, court processes, and utility billing.
  • Support department functions by performing clerical tasks, drafting correspondence, and maintaining records.
  • Assist in developing internal operating procedures to improve efficiency and compliance.
  • Contribute to the overall effectiveness of the Finance, Municipal Court, and Utility Billing Departments by performing other related duties as assigned.

Knowledge, Skills, and Abilities which may be representative, but not all-inclusive of those commonly associated with this position.

  • Strong knowledge of municipal finance, procurement policies, and accounting principles.
  • Proficiency in Microsoft Office Suite (Excel, Word, Outlook) and financial software.
  • Ability to multi-task across accounting, customer service, and court-related responsibilities.
  • Strong customer service and communication skills, with the ability to interact professionally with the public and City staff.
  • Knowledge of basic bookkeeping, reconciliations, and financial reporting.
  • Ability to interpret and apply legal and regulatory guidelines related to financial and court operations.

Work Environment or atmospheric conditions commonly associated with the performance of the functions of this job.

  • Work is primarily performed in an office setting.
  • Must be able to sit, stand, and use a computer for extended periods.
  • Must be able to lift to 10 pounds.
  • Work requires the ability to talk, hear, listen, and comprehend complex information.

Total Compensation for eligible positions.

  • Paid holidays.
  • Eighteen days a year of paid vacation accrued the first year of service.
  • Longevity pay.
  • Certification/Education pay.
  • Participation in the Texas Municipal Retirement System in which the officer contributes 6% and the city matches 2:1.
  • Health, dental, and life insurance.
  • Vested after five years of service.
  • Eligible for retirement after 20 years.
