Persuasiveness or assertiveness and sensitivity to other’s points of views are often required to influence behavior, change an opinion, achieve consensus, or turn a situation around. These skills are important in providing human resources recruiting services, discussing, and resolving work-related issues and problems, and presenting and defending recommendations and decisions. Work is covered by clearly defined policies and principles and the incumbent is required to exercise judgment in search of new solutions or applications to accomplish stated objectives. Work is performed mainly in an office environment, but fieldwork may be required in areas where there are some risks and hazards which are known, predictable, and controllable. Operates a motor vehicle and personal computers, calculators, scanners, and other standard office equipment. Physical demands are minimal but may occasionally require lifting and moving light objects. Work is performed under limited supervision where the work assignments are subject to established procedures, practices, precedents, methods, techniques, or well-defined policies; the worker plans and organizes the work and determines priorities; and the work is generally reviewed upon completion for technical accuracy, acceptability of results, quality, and timeliness.

Recruits for hard to fill positions, key positions, and underutilized classifications to further the City’s commitment to a diverse workforce that is reasonably representative of the community.Develops recruiting plans for underutilized classifications and hard to fill positions.Works with the HR Business Partners in identifying barriers and opportunities for the underutilized classifications.Builds partnerships with high schools, colleges, universities, and other organizations to attract and build talent pools to fill jobs.Markets and promotes a consistent and effective brand for the agency and develops cost effective methods for recruiting candidates utilizing traditional and social media methods.Conducts regular follow-up with managers to determine the effectiveness of recruitment plans and implementation.Understands the business strategy and drivers and creates a productive partnership with assigned departments.Reviews, researches, and processes a variety of human resources actions and advises agencies and departments of recommended disposition or necessary action.Partners with managers to ensure consistent and market-appropriate decisions are made in the promotion and salary processes.Conducts job audits to determine proper classification of work, FLSA and EEO status, collective bargaining unit, and salary grade.Develops and revises job specifications. Conducts and reviews compensation related issues as required.Assists in the analysis and implementation of the organization’s compensation strategy as required.Coordinates reductions in force with affected departments to include proper application of layoff procedures and employee placement efforts.Develops and recommends revisions to human resources programs, systems, policies, guidelines, rules, regulations, methods, techniques, and procedures.Prepares correspondences, reports, policies and procedures, spreadsheets, graphs, and statistical analyses.Compiles and analyzes data using quantitative and statistical analysis techniques. SUPPLEMENTAL INFORMATION
Seven years of education and/or human resources experience with at least two years of professional recruiting experience. Bachelor’s Degree in Human Resources, Business Administration or a related field is preferred. PHR is preferred.LICENSING/CERTIFICATION/REGISTRATION: A valid Driver's license is required prior to appointment and must be maintained during employment in this class. May be required to furnish an automobile for use on City business for which mileage reimbursement will be paid. Must qualify for prior to appointment, obtain, and maintain during employment in this class a City of Jacksonville certification as a public driver.OTHER REQUIREMENTS: The probationary period for this class is one year.A FULLY COMPLETED ONLINE APPLICATION IS REQUIRED.
