The Employees Services Department is actively seeking a Human Resources Assistant.

- Reviews, researches, and processes a variety of human resources actions and advises agencies and departments of recommended disposition or necessary action.
- Establishes and maintains a complex time and attendance record system involving transactions in compliance with collective bargaining units and pay plans.
- Responds to inquiries and provides information on human resources matters and issues such as payroll and leave policies and procedures, collective bargaining agreements, and Civil Service and Personnel Rules and Regulations.
- Reviews and recommends revisions to human resources procedures.
- Establishes and maintains human resources files and associated records and systems including interfacing with payroll, benefits, pension, and other related activities.
- Audits leave and other human resources records and reports.
- Compiles data for development of recommendations, reports, charts, and spreadsheets.
- Provides technical guidance, assistance, and training to other employees on human resources matters and issues.
- Enters data into the payroll and other automated systems.
- Prepares correspondence and reports.
- Operates a personal computer utilizing word processing, spreadsheet, time and attendance system, and HRIS software applications/systems and other standard office equipment.
- Demonstrates proficiency in the City of Jacksonville’s competencies.
- Performs related work as required.
- Knowledge of rules, regulations, policies, procedures, and guidelines governing human resources activities as well as collective bargaining agreements and pay plans.
- Knowledge of payroll, time and attendance, and leave policies and procedures.
- Knowledge of the City's organization and administration.
- Knowledge of data-gathering techniques, methods, and procedures.
- Ability to conduct audits of leave and other human resources records and reports.
- Ability to research, analyze, interpret, and apply rules, regulations, policies, procedures, and guidelines governing City human resources activities as well as City collective bargaining agreements and pay plans.
- Ability to establish and maintain human resources records and files.
- Ability to perform and verify mathematical calculations.
- Ability to communicate effectively both orally and in writing.
- Ability to follow oral and written instructions.
- Ability to operate personal computers utilizing word processing, spreadsheet, time and attendance system, and HRIS software applications/systems.
- Ability to operate standard office equipment.
- Ability to establish effective working relationships.
- Three years of education and/or experience in clerical support work, one year of which must include human resources related work which includes payroll data entry; establishing, auditing and maintaining personnel files, payroll records and/or leave records; and/or reviewing, researching and processing human resources forms, records, files and requests.
- The probationary period for this classification is six (6) months.
