The Finance Department is actively seeking a Human Services Planner III/SPE.

- Plans, develops, and oversees human services planning strategies and objectives.
- Assigns, monitors, and reviews the work of others. Trains and provides technical assistance to others.
- Coordinates the preparation of annual plans and grant applications.
- Coordinates the compilation of research on a variety of human service issues.
- Coordinates the preparation of responses to planning related correspondence and inquiries.
- Monitors program progress toward established goals. Coordinates and maintains collaborative relationships with the private sector to develop resources in support of human service programs.
- Coordinates the delivery technical assistance to grant recipients.
- Prepares, monitors and analyzes human services program budgets.
- Oversees coordination of existing programs with similar or complementary objectives.
- Evaluates facilities and services provided by contracted service providers for compliance with contract and program regulations. Prepares and delivers verbal, written and visual presentations concerning program plans and activities to advisory councils, citizens' groups and government officials.
- Performs advanced data analysis and interpretation.
- Develops recommendations and reports to include spreadsheets, graphs and statistical analysis.
- Demonstrates proficiency in the City of Jacksonville Core Competencies.
- Performs related duties as required.
- Knowledge of general principles and practices of human services planning and delivery in the public sector.
- Knowledge of information sources of and data collection methods related to planning.
- Knowledge of federal, state and local human service programs and grant sources.
- Knowledge of applicable human service laws, rules and regulations.
- Knowledge of contract administration practices and principles.
- Knowledge of methods of developing planning strategies, goals and objectives.
- Knowledge of grant-makers for human service programs, including application procedures, guidelines and requirements governing such funds.
- Knowledge of principles of customer service. Skill in interviewing and data-gathering techniques.
- Skill in data analysis to include quantitative and qualitative statistical techniques.
- Skill in researching, analyzing, interpreting and applying related federal, state and local laws, rules and regulations.
- Ability to develop and submit grant proposals.
- Ability to train, assign, schedule, monitor, and review the work of others.
- Ability to organize and coordinate data collection and analysis.
- Ability to develop planning strategies and objectives.
- Ability to operate personal computers and use software applications.
- Ability to perform mathematical calculations.
- Ability to develop and make presentations before large groups.
- Ability to collaborate effectively with others.
- Ability to perform independently a wide variety of assigned tasks.
- Ability to operate a motor vehicle.
- A seven (7) year combination of education, training and experience in human services planning, or a closely related field which includes at least two (2) years of responsible administrative, professional or technical experience in human services planning, statistical research, program evaluation or all aspects of grant procurement.
- Within the above combination, possession of a Bachelor's or Master's Degree with a major which directly relates to human service planning is preferred.
LICENSING/CERTIFICATION/REGISTRATION:
- A valid Florida Driver's License is required prior to appointment and must be maintained during employment in this class.
