What are the responsibilities and job description for the Info Tech Analyst - Senior Network Engineer position at City of Jacksonville?
The Technology Solutions Department is actively seeking a Info Tech Analyst - Senior Network Engineer.

- Participates in long-range enterprise technical planning by providing consultative direction, recommendations, and authoritative engineering judgment in the decision-making process for future efforts.
- Partners closely with Enterprise Architects to assist with the design of infrastructure solutions to meet business requirements.
- Administers and maintains on premise Cisco Unified Collaboration applications and equipment such as Cisco Unified Communication Mgr., Cisco Unity Connections, Cisco Contact Center Express, and Voice Gateways.
- Designs enterprise collaboration architectures using protocols such as SIP, H323, ISDN, MGCP.
- Designs enterprise network routing architectures using protocols such as OSPF, EIGRP, BGP, and static routes.
- Optimizes management for large amounts of users and QOS design for VoIP implementation over LAN/WAN.
- Troubleshoots complex multi-vendor Network and VoIP issues in the LAN, MAN and WAN environments.
- Updates and/or creates documentation of existing, new, and proposed infrastructure architecture and configurations.
- Ensures business continuity of data transport systems.
- Provides guidance and work leadership to less experienced/non-senior infrastructure team members and may have team lead or supervisory responsibility; may serve as a technical team or task lead.
- Oversees and performs hardware and software installations, upgrades and maintenance of network and voice infrastructure and components as directed, primarily in the area of Cisco IOS devices, and collaboration applications.
- Deal with ambiguity and make decisions with limited information.
- Exercises creativity and imagination in approaching assignments.
- Demonstrates ability to quickly grasp new ideas and concepts.
- Maintains proactive awareness of new technologies and trends within the field of networking and evaluates the appropriateness of this technology for COJ.
- Document and update the City of Jacksonville’s Enterprise Network, utilizing applications such as: Visio, Solarwinds, AutoCAD, etc.
- Serve as escalation point of contact for the Network and Voice teams.
- Provides Network tier 2/3 support to ITD groups and customers.
- Assists Enterprise Architects, Network and Voice Team as needed.
- Uses a network protocol analyzer efficiently (i.e. Observer, Wire Shark, etc.) to troubleshoot and gather network statistics.
- Uses network monitoring tools efficiently (i.e. CiscoWorks, Solarwinds, ACS, Cisco Prime, PathSolutions, etc.).
- Provides training as required.
- Operates personal computer to include Microsoft Office products and other standard applications.
- Demonstrates proficiency in the City of Jacksonville’s competencies.
- Adheres to the ITD Change Management process for updates, maintenance, and support.
- After hours updates, maintenance, and support and or on call work may be required.
- Performs other duties and/or work as required.
- Eight years of education and/or experience in enterprise network systems.
- The individual must be proficient in MS Visio, Excel, and Word.
- Bachelor’s Degree from an accredited institution is preferred.
- VoIP technologies in a mid to large sized environment preferred.
- A valid driver's license is required prior to appointment and must be maintained during employment in this class.
- Must qualify for prior to appointment, obtain and maintain during employment a City of Jacksonville Public Driver Certification.
- CCNP Routing and Switching, CCNP Collaboration or higher is preferred.
Other Requirements:
Depending upon assignment, may be required to obtain specialized certifications. Must pass the Criminal Justice Information Services (CJIS) background screening performed by the Jacksonville Sherriff’s Office prior to appointment. Within 30 days of appointment date to classification, acquire and maintain the appropriate level of Criminal Justice Information Systems (CJIS) certification which corresponds to the job responsibilities. The level will be determined by current CJIS guidelines and may change periodically. Certification is obtained by successfully completing a web-based training course and test which covers physical security, incident response, the protection of information and other IT specific security threats, vulnerabilities, and risks.
