Job Title: City Secretary/Finance Director

Department: Finance

Reports To: City Administrator

Job Summary:

Under the direction of the City Administrator, oversees and performs a variety of responsibilities related to the accounting and financial policies of the City of Jamaica Beach. Work is audited by an independent firm for conformance to applicable State of Texas statutes. This position is FLSA exempt.

Job Duties and Responsibilities:

Under the general guidance of the City Administrator, oversees and performs a variety of responsibilities related to the accounting and financialpolicies of the City of Jamaica Beach.

A. Maintains the official corporate seal of the City of Jamaica Beach.

B. Administers oaths for all purposes pertaining to the business affairs of the City.

C. Serves as the custodian of all City records, except those required to be kept by other officers of the City. This includes books, papers, deeds, title papers, contracts, judgements, and other records.

D. Maintains a system of record management to ensure the orderly filing, retrieval, and destruction or preservation of City records as provided by the laws of the State.

E. Opens official City records to public inspection during regular working hours.

F. Certifies records under the official corporate seal of the City, which can then be taken as evidence in all courts or administrative agencies without further proof.

G. Is the general accountant of the City, and is responsible for the collection, custody, and disbursement of all City funds.

H. Responsibility for deposits, on a timely basis, of all monies received by the City to the proper account in an official City depository and pays out such monies only in the manner provided by applicable laws, regulations, and procedures.

I. Audits all bills, accounts, and claims against the City, and if found correct, approves the same. If found incorrect, shall refuse to approve or allow the same.

J. Supervises and reviews, as deemed necessary, the books and accounts of other officers charged with the receipt and/or disbursement of City funds to ensure compliance with applicable laws, regulations, and procedures.

K. Supervises and maintains the City’s accounting system for the complete and accurate recording of revenues, expenditures, assets and liabilities of the City in the manner provided by applicable laws, regulations, and procedures. This includes the planning, organizing, and maintenance of central accounting systems including pre-audit, posting of expenditures, accounting controls, fiscal and capital budget, investment programs, bond programs, etc.

L. Prepares monthly and annual financial statements for presentation to the Governing Body, City Administrator, and other City officials, which shall show the status of the financial affairs of the City and compliance with applicable laws and regulations.

M. Renders such assistance as may be required in preparing the annual budget of the City. This includes the preparation of the operating and long-range capital budgets.

N. Oversee accounts payable, accounts receivable, payroll, and utility billing.

O. Advise and consult with department heads on fiscal matters.

P. Consult and advise legislative and administrative officials on the financial conditions of the City.

Q. Attend Governing Body meetings and keeps a journal of its proceedings and its ordinances and resolutions.

R. Performs the official publication of notices and ordinances.

S. Directly supervise the Utility Billing/Accounts Payable Clerk and Municipal Court Clerk.

T. Performs other duties as assigned or required.

Qualifications:

I. Requires a thorough knowledge of the principles, methods, and practices of municipal finance.

II. Requires a knowledge of the principles and practices of budgetary and fund accounting, treasury management, revenue administration, purchasing, data processing, and budgeting.

III. Requires an understanding of and ability to prepare comprehensive financial reports.

IV. Requires a thorough knowledge of modern office methods and equipment.

V. Requires a thorough knowledge of computers and software applications.

VI. Requires a good working knowledge of English, spelling, grammar, and math.

VII. Requires the ability to communicate effectively with the public and staff in verbal and written formats.

VIII. Requires the ability to make major decisions in accordance with laws, ordinance, regulations, and established policies.

IX. Requires the ability to maintain confidentiality.

X. Requires the ability to exercise considerable tact and diplomacy when dealing with the public and other City employees.

XI. Requires the ability to demonstrate proper etiquette when dealing with the public over the phone or in person.

Education/Experience:

A Bachelor’s degree in accounting, business, or a related field, with an emphasis on governmental finance and accounting. Master’s degree in accounting or CPA designation a plus. Prefer at least five years of progressively responsible experience in finance and accounting.

Working Conditions:

Work is inside, involves prolonged sitting, and is subject to eyestrain. Work is generally light and involves lifting, pulling, pushing, carrying, handling, fingering, seeing, hearing, and talking.

Job Type: Full-time

Pay: $27.00 - $32.00 per hour
