What are the responsibilities and job description for the Senior Management Analyst position at City of Jefferson?
Provides support for financial, operational and organizational issues within the department.
Reviews expenses and revenues to determine appropriate payments, charges, and classification of accounts payable and receivable; provides recommendations to the department director. Assures revenues and expenses are being accounted for appropriately by reviewing contracts, agreements, grants, and memorandums of understandings. Coordinates with outside agencies to reimburse overtime, equipment and supply expenses. Manages grant payments.
Researches and applies for grant opportunities. Maintains compliance, accurate reporting, and record-keeping of various Federal, State, and Local grants for the department. Prepares and processes documentation to ensure grant monies are received and grants are closed-out upon completion.
Monitors revenues and expenses of department and ensures costs are accurately processed and reported. Provides back-up documentation for shared revenue and expenses and submits to the Finance Department for invoicing.
Participates in the development, implementation and monitoring of departmental and program budgets; analyzes past and future revenue projections and cost recovery; participates in the forecast of necessary funds for staffing, materials, services and supplies; monitors and assists in the administration of the approved budget.
Maintains department fixed-asset inventory, and receives depreciation schedule of fixed assets from the Finance department to recommend short- and long-range replacement of assets.
Responds to requests for information regarding departmental expenses and grants.
Maintains and organizes administrative documents, including but not limited to division policies, procedures, rates, rules, regulations, forms, notices, and webpage content.
Works with the Law Department and Finance Department to request leases, contracts, amendments, and renewals or extensions.
Supervisory: Responsibilities may include supervising other staff members through coaching, interviewing, hiring, and training employees; planning, assigning, and directing work; and addressing complaints and resolving problems.
Physical: Ability to lift, push and carry facility and program equipment up to 10 lbs. including: computers and office supplies, and sit for extended periods at a computer.
Mental: Ability to establish and maintain effective working relationships; concentrate at a computer for extended periods; arrange thoughts in a logical manner to prepare and present oral and written reports; set high work standards; and give oral and written instructions. Strong computer skills including word and excel.
Requires a valid Driver’s license.
Knowledge of overseeing projects, advanced knowledge of electronic data bases and related software including Excel and Word processing software; considerable knowledge and understanding of principals governmental accounting and grant writing, Federal and State programs and business office organization and management.
