General Statement of Duties

The City of Jerome is a dynamic organization which positively affects our citizens every day. Every position within the City is expected to be a leader within our organization, as well as in our community. Responsible for the supervising, planning, organizing, directing and coordinating the activities of the Public Works Streets Department. Supervises all personnel in the absence of the Water Operations Supervisor. Responsible for maintenance and operation of storm water, drainage, snow and ice removal, signage, striping, streets, fleets, facilities, parks, landscapes, traffic signals, street lights, and street sweeping.


Supervision Received

Works under the general supervision of the Public Works Director.


Supervision Exercised

Provides supervision to streets and public works personnel. Supervises other public works personnel as needed or in the absence of the Water Operations Supervisor.


Examples of Work (Illustrative Only) Essential Duties and Responsibilities

  • Assigns work projects to crew daily
  • Supervises and provide direction to employees in their work activities within the streets department; including (but not exclusively) maintenance and construction of streets, pavement markings, street sweeping, leaf pick up, storm drain maintenance, parking areas and related facilities, vegetation’s on right of ways and tree trimming, maintenance of other pubic grounds and parks, snow and ice removal, traffic control
  • Inspects work of crew’s work and outside contractors
  • Instructs subordinates in the appropriate use of materials, methods, tools and equipment
  • Keeps accurate records/reports regarding work activities and material usage
  • Checks progress of any mechanical repairs to city equipment to ensure repairs are done in a timely and efficient manner
  • Troubleshoot and program traffic signals and school beacons
  • Discusses with Director and makes recommendations of the hiring, promoting, disciplining and termination of employees; keeps accurate records and documentation of the above listed items and submits them to the Director in a timely manner
  • Responds to questions and complaints by the pubic regarding Public Works department operations
  • Assists with preparation of Public Works Department budget requests and work forecasts
  • Enforces departmental and city rules, policies regulations and procedures within his/her division.
  • Communicates regularly with other Division Leaders to effectively coordinate activities.
  • Enforces departmental safety at all times.
  • Coordinates the delivery of materials on site; monitors the effective use of personnel and equipment and progress of work.
  • Performs the duties of the Public Works Director in his/her absence.
  • Attends departmental and city meetings regarding updates, new methods as they pertain to public works functions etc.; prepares reports for all levels of city staff as needed.
  • Ensures timely notification to public and other City personnel of plans and events, including placement of traffic control signs as appropriate.
  • Alerts supervisor of unusual or emergency situations and recommends appropriate responses to meet problems.
  • Monitors changes in laws, regulations and technology that may affect city or departmental operations; implements policy and procedural changes as required.
  • Maintains proficiency by attending training conferences and meetings, reviewing reading materials and conferring with others in similar areas of responsibility.
  • Operates equipment on occasional basis
  • All other duties as assigned.

    Knowledge, Skills and Abilities
  • Thorough knowledge of principles and techniques of sound management practices, safety standards related to road construction, hazards common to heavy equipment operation and equipment maintenance and repair;
  • Thorough knowledge of legal liabilities associated with street construction and maintenance;
  • Thorough knowledge of right-of-way laws and ordinances, standards, laws, and ordinances governing street construction and repair;
  • Knowledge of civil engineering standards related to street construction, drawings and specifications, grades, machinery, materials, and methods of constructing roads, bridges, street construction materials and maintenance procedures;
  • Knowledge of budget development and fiscal management and basic record keeping practices;
  • Knowledge of principles of supervision and personnel management;
  • Skill in the operation of heavy mechanized equipment as required by the position;
  • Skill in diplomacy and cooperative problem solving;
  • Ability to direct and supervise a work crew engaged in construction work;
  • Ability to respond effectively and make responsible decisions in emergency or unusual situations;
  • Ability to read and interpret construction plans and prints;
  • Ability to develop effective working relationships with elected officials, state agency heads, subordinates, and the public and to communicate effectively, verbally and in writing.

Acceptable Education and Experience

  • High School Diploma or equivalent and;
  • Minimum six (6) years previous experience working with crews performing a wide variety of street related maintenance, construction and repair duties, light and heavy-duty equipment and hand power tools;
  • Four (4) years of supervisory experience preferred or;
  • An equivalent combination of education and experience.

Special Qualifications

  • Must possess a valid Idaho Commercial driver’s license Class B, with no Class E Restriction and have air brake and tanker endorsements.
  • Road Scholar preferred;
  • Must have Traffic Control Supervisor Certification or the ability to obtain within one year of hire.

  • Sufficient clarity of speech and hearing or other communication capabilities, with or without reasonable accommodation, which permits the employee to communicate effectively
  • Sufficient vision or other powers of observation, with or without reasonable accommodation, which permits the employee to complete duties
  • Sufficient manual dexterity with or without reasonable accommodation, which permits the employee to operate a vehicle, heavy equipment, computerized equipment, a personal computer, etc.
  • Sufficient personal mobility and physical reflexes, with or without reasonable accommodation, which permits the employee to complete the required duties of the job
  • Work is performed primarily in an office setting but may be in required to work in all weather conditions.

Appointees will be subject to completion of a standard probationary period.
